Thanks Floriano.  That was no 'dog in the manger' stance.  I do understand
exactly where Soter is coming from.  And I do know how mighty little is
being done by the PWD and concerned departments to alleviate the woes of
Porvorim and other areas in Goa where water is indeed scarce.  All I am
saying is that we must be considerate of others, and not think of their
problems as 'good news'.

 

It is indeed a shame to know that Goa which enjoys a good monsoon every year
still depends on drawing water directly off the rivers.  I would assume that
the 'Town and Country Planning' department should make long term plans not
just for plots, houses, roads and a fast buck.  They should also make
practical and workable plans for necessities and utilities like power, gas,
telecommunications, water etc.  Trends have to be used to work out and thus
forecast the needs 20 or more years from today, and start working on meeting
those needs today.

 

In my humble opinion, the Government of Goa can actually seek help and
advice from the many Goans who are successfully doing such jobs overseas.  I
am sure such overseas Goans will be only too happy to help the bid to make
Goa a better place.  In 2010, the International Global Goans Conference will
be held in Melbourne Australia.  Goans from all over the globe will converge
for this conference.  This would be a good forum to make contacts.  Maybe
Eduardo Faleiro can liaise with concerned Government departments to depute
their officers to attend the conference to learn new ideas which could be
implemented after due study  and adaptation in Goa.  This would be far
better than having Goan Montrys go on foreign jaunts and then come back with
silly ideas like changing the uniform of Goa Police!  The professionals can
be held accountable and this will bring results.

Soter is predicting the same, if not worst, for Goa with the current 

laisez-faire attitude of the elected government her in Goa.

 

We, however, sympathize with the people of Mumbai who are hit with the basic


water scarcity.

 

Hopefully, will  improve in a jiffy.

This is very enlightening, Joao.

Perhaps we Goan must stop being hypocrites for once and leave religions to 
their own pastures.
Instead let us re-define 'SOL' in a meaningful way by unleashing the power 
of 'PPS'.. that which stands for the 'need of the hour for Goa's survival' 
before the much hyped about 'Goan Dream' loses its charm and turns into a 
huge 'pipe dream' for people (read migrants) to pee in.

Frederick Noronha's article in Herald Mirror (27th Dec. 2009) titled 'Goa's 
growing urban chaos: Any solutions?' has presented the highlights from the 
study conducted in some major cities of Goa by the Centre for Environmental 
Planning and Technology (CEPT) University, Ahmedabad. There is nothing very 
great about the study as most of the suggestions is what ordinary Goans living 
in the village have been screaming about for over a decade now. The issue of 
mega projects and national highways, industrial estates is exactly that. Except 
that this study done by so called professionals gets marketed as credible. That 
is the irony of the modern economy with its appendage of knowledge economy. One 
aspect that I was keenly on the look out for in this article was about 
in-migration. But the article seems to have cleverly avoided this contentious 
issue and made only a passing mention of in-migration and out-migration as an 
issue. i suppose this study must have dealt extensively with thi
 s issue of migration but it will be kept under wraps and conveniently 
dismissed as just one perception. Goa's urban chaos can only be controlled by 
increasing in-migration?

You are unfortunately wrong, but in a good way! The real issue here is the 
negative impact tourism is having on Goa's unique culture. As you have so 
eloquently said so many times on this forum, Goa's culture needs to be 
protected at all costs from the evils of tourism, mining, the ghattis etc.

The taxi drivers were probably drunk, thanks to the unique Goan culture of 
cheap (but good) booze. Also, they were simply trying to send a message to the 
tourists that they are not welcome here  - something you will surely 
appreciate. 

I think your shrill cries for protecting Goa are finally getting though even to 
the taxi drivers!

- but will it? When Hindu festivals are celebrated will Roman Catholic
reciprocate? Let's wait and see! Will the Hindus show us they are more
civilized and open-minded than us Christians? Let's wait and see! Meanwhile,
haven't we forgotten something? What about the Muslims? Will we reach out to
the Muslims who have so much more in common with Christianity including
accepting Jesus as a prophet?

We should be careful so all this does not end up as politics as is the case
with Emperor Constantine who declared Dec 25 as the birthday of Jesus
Christ, replacing the pagan festival of Sol on that day in order to
popularize Christianity and Jesus Christ. He has succeeded no doubt beyond
his wildest dreams with most countries celebrating Christmas in a way which
is remotely connected to spirituality! And we talk of putting Christ back
into Christmas? No doubt this is an impossibility as we'd first have to get
rid of the Sol spirit to succeed and this is a pipe dream. Merry Christmas!

Today the 24th , land acquisition off for Mopa airport Mr Vasta along with
his assistants arrived at Chandel - Asapur village panchayat
and had 1/2 hour discussion with villagers , all the villagers present
informed Mr Vasta that they are not giving their land for the airport and
also for any other project. The officials left the place after being told
never to come again for land acquisition.
Few days back the land acquisition off had sent notices to a few families to
give details of their land which will be required for the airport, but since
the land acquisition for Mopa airport is in the high court and the govt
councel had informed the court that the process of acquisition will be
stopped , but still these notices were sent to the people in chandel village
which is illegal as the matter is in court.

Karachi-born mothers & Germany domiciled Goan:

Even children born in the European Union of Karachi-born mothers have had 
trouble 
getting visas to visit India/Goa for Christmas, loosing out on economy-based 
air 
fares, even though the mother may have fled Pakistan in order to bring into the 
world a family in an environment free from religious bias.

Having tried to do what I could for the German-based Goan after his appeal on 
the 
Net around 2005 I am aware that he quit Goa in 1962 but received Indian visas 
to 
visit Goa without let or hindrance on his Portuguese passport thereafter, but 
after 
he obtained a 5-year Indian visa and landed in Goa in 1995 on a German passport 
he 
was denied entry and sent back to Germany on the return flight on grounds that 
the 
Goa Police had uncovered a file of his (after brushing off 32 years of 
accumulated 
dust?) alleging anti-Indian activities way back in 1962 which he firmly denies, 
and 
thereafter it has been an uphill task for him to obtain an Indian visa on each 
occasion. This gentleman has been kind enough to  visit me in Mumbai on two 
visits.

Ministers giving out bags of sugar, rice etc in their constituencies and
mostly to the underprivileged. The latter will probably ease their
conscience and help them sleep well at night; as it is a good gesture in
appreciation/thanks of keeping them in power, to collect bags of cash and
other monetary benefits via excessive corruption, bribes, excessive/illegal
mining, illegal land conversions, kickbacks, sale of Goan land to outsiders,
Support for demography changing & migrant attractive mega-projects; they
with their selfish motives are gradually destroying Goa & its identity. Well
at least one credit I can give them, is that they perfected the art of
manipulating democracy in Goa; of course with additional help from migrant
vote-banks!!

Are you aware F.N. what is the ground reality regarding bribery, 
What is asked by ministers to procure jobs for ordinary people 
in Goa.
I know of two cases whereby a handicapped youth who could 
only walk by using crutches, applied for a job as a lowly paid 
clerk in a government office was asked for a bribe of two lakhs
by a assissant of the strong man of Varca (or should I name him)
In the end he paid one lakh and got the job.
My other friend at he moment is applying for a job as a junior
tax collector he has been asked for a bribe of three lakhs 
he is willing to pay but he has only two lakhs he other lakh
he would borrow from his uncle.
F.N. I want to ask you has anyone so far been prosecuted 
by the Anti Corruptin Unit and brought to justice I don't
think so.
The common people are so used to these bribes being 
asked and offered that they don't think twice it's a
common occurance and they take it in their stride.
When you got something going i.e. to bring down
these corrupt ministers and councillors I will 
gladly join your campaign.

Soter is predicting the same, if not worst, for Goa with the current 
laisez-faire attitude of the elected government her in Goa.


We, however, sympathize with the people of Mumbai who are hit with the basic

 Has anyone seen the cross drainages Of the much hyped Agacaim byepass?.
Six months ago I had alerted the local MLA Mr. Silveira. I told him that the
byepass would act as an earthen dam restricting natural, normal drainage of
the higher ground between siridao to Agacaim to the Zuari river. Instead of
RCC open box  culverts, fragile, perishable RCC pipes have been used. These
are unsuitable for the khazan, silty land through which the byepass passes.
Let me be on record-this byepass would serve as an environmental disaster
during the monsoon-the settlements would be flooded, the main road would be
flooded, water stagnation due to faulty drainage would create new breeding
grounds for mosquitoes. I have already cautioned the CM before he inagurated
the byepass. Besides, the alignment is hazardous near the Siridao football
ground. I am also contacting mr. Alemao to look into the above aspects. We
had a disastrous experience with Bambolim byepass and Ribandar byepass both
of which have done much more environmental damage as compared to entire
controversial Konkan railway alignment in Tiswadi and Salcete. St Cruz and
Merces are dying villages, in utter ruins with the destruction of natural
drainages and the ancient khazans, wetlands and salt pans.

If I understand Mario's ideological position on this issue correctly it is the 
following:

1. He does not deny that there is strong scientific evidence for global warming.

Mario responds:

Santosh's ideological understanding of my common sense position on the issue of 
climate change and what we can do about it has some accurate observations which 
he has gleaned from what I have written on the subject over the years.  
However, his ideology has added some mirchi-masala to many of his observations 
which therefore need context, clarification, amplification and perhaps even 
correction, as shown below.

His Item 1 is correct if we exclude 1940 to 1980 and 1998 on.  During these 
periods the earth did not warm, even cooled slightly, even though the level of 
the clear plant food CO2 rose significantly during both periods, from a 
combination of natural and man-made causes.

When environmental extremists speak of HUGE increases in CO2, we need to keep 
in mind that CO2 is probably at its highest point in recent history right now, 
and yet is only 0.039% of the earth's atmosphere, and only about one-third, or 
0.013%, of it is man-made.  Of course, these amounts are so small they are 
never mentioned.  All we hear about are the HUGE increases which is designed to 
make the situation sound more ominous.

Correct.  The trace amounts of the clear plant food CO2 have been rising, from 
a level of about 0.028%, so now we have larger trace amounts of about 0.039%.  
This is good for plant growth.  From the beginning of the industrial age humans 
have apparently added 0.013% to natural CO2.  Just think about what it will 
take to reverse this.  Even shutting down all human activity would not be 
enough.

Thank God the global warming is most likely being caused by the sun and we 
don't have to shut down all human activity worldwide once we expose the 
scientific charade.

This theory by good old Svante Arrhenius says that 0.039% of the earth's 
atmosphere of a clear gas, CO2, can magically make 100% of the atmosphere act 
like a "greenhouse".  BTW, a "greenhouse" in common parlance is a positive 
barrier that traps heat in order to grow crops in winter.

I think old Svante Arrhenius was pulling our leg:-))  Either that or old Svante 
failed to observe that summers are warmer than winters and days are warmer than 
nights and Pluto and Mars are also warming without any humans around to create 
additional CO2.  Why?  Eureka!  Because of the effects of the sun.  QED.

I would have to say that if old Svante's comical finding, which has no rational 
common sense behind it, was "conclusive", we would not have had decades long 
interruptions in the rise in global temperatures.  Nor would we have had the 
serious debate that has been raging among climate scientists, many of whom were 
seriously warning us of the dangers of global cooling back in the early to mid 
1970s even as CO2 levels were rising.  Are you getting the picture?

Many climate scientists have a far more plausible cause for global warming and 
cooling than some trace percentage of clear plant food that magically causes 
the entire atmosphere to trap heat, i.e. the effect of the sun.

Certain changes are constantly taking place.  Whether such drastic changes are 
due to the 0.74 C rise in global temperatures since 1900 to 1998 sounds more 
like a joke to me.  That's 0.0074 C per year.  Not enough to run out and buy 
that additional air-conditioner yet:-))

I think when a majority of scientists agree on a highly controversial theory 
that provides inconsistent predictive results but makes it easier for them to 
get research grants due to the alarm caused, and also has highly questionable 
political characters, who are known to favor one-world forms of government 
insisting on serious economic policy prescriptions that turn back the economic 
clock a century or more and impinge on the national sovereignty of every 
country in the world, we need to be very careful in insisting that dissenting 
scientists are wrong than we have been over the last several years.

Well Done to S Reuben (letter below) for bringing out the obvious in his
letter dated 26th Dec. I absolutely agree on his views of an effective
migrant control policy. Goa is a small state and cannot tolerate any more of
this un-controlled migrant influx; voting rights in particular must be given
only after compulsory domicile of 15 to may be even 20 years. In 2011, our
politicians at the state & national level are planning to celebrate the
Golden Jubilee of Goa's Liberation; what may I as do they want Goans to
really celebrate, other than the slow liberation of Goa from the Goans. In
my view, Goans should now start in increasing numbers, to opposing the
Golden Jubilee Celebrations of the "illusionary liberation"!!

*The government’s ambitious plan of tutoring non-Goan bureaucratic babus in
Konkani through its ‘Rajbhasha Prashikshan Evojen’ is an insult to niz
Goenkars. The government of Goa is representative of the people of Goa, yet
a majority of the jobs, especially at the higher echelons, are occupied by
non-Goans. With over a thousand officials lined up for an official
introduction to Goa’s language, it remains to be seen if this exercise can
introduce some courtesy and respect towards the taxpayers funding their
tuition.
Goa is ranked as one of the most corrupt states in the country and jobs here
are assigned not based on merit or qualification but on political
connections and bribes offered. The tendency of Goan ministers to often
insist on employing staff even though there is no vacancy available has led
to 20 per cent excess workforce in the government. Since Goa gained
statehood, there has been a massive influx of migrants from other states
lured by stories of our sobit, sundor ani bhangrachem Goem. The vote-bank
policies of our politicians have led to government jobs being offered on a
platter to non-Goans.
The fact that the common people are finding it difficult to communicate with
these outsiders in our bureaucracy has prompted the Konkani education plan
of the government. Is it not time we question the vote-bank policies that
are causing our Goenkars to come on to the streets protesting
discrimination?
There is a need to revoke the voting rights of migrants unless they have
proof of residence of a minimum 15 years within the union territory of Goa.
There is also a need of an independent public service commission consisting
of eminent Goans and members of the judiciary to appoint candidates for
government jobs based on qualification and vacancies available.
Perhaps the aam aadmi needs to sit on a hunger strike to get these urgently
needed reforms, as this seems to be the only way to get things done today.

and THE SCENTED GARDEN. Rice does not shy away from Burton’s erotic
interests. His needs in this area were no less intense. Rice also
makes the point that Burton was a heavy user of alcohol and drugs.
Burton was a complex man, vulnerable to extreme bouts of depression.
Traveling, investigating, and writing kept him alive. Even when his
health was rapidly deteriorating, he would seemingly run away from the
pain by traveling somewhere new. In the end—with his devout Roman
Catholic wife at his side—he finally died in Trieste, Italy at the age
of sixty-nine with many projects left unfinished. Rice has done this
Renaissance man justice with a scholarly and intuitive portrait.

[Goanet] Goa _ The paradise of criminals

The corrupted society of Goa has once again demonstrated that it's enemy is 
within. Russian women had to spend the early morning hours of the Christmas 
hiding in the forest to evade the advances of their rapists. Our taxi drivers 
and motorcycle pilots were one of the safest mode of public transport and women 
would trust this mode of transport even late into the night. But now the news 
that a taxi driver had tried to rape some Russian women is very very very sad, 
but not at all surprising. Just like politicians and police have lost control 
over their sexual urge, even the public transport operators seem to be 
succumbing to their lustful desires. The naked truth that Goa has been highly 
criminalised is being exposed day in and day out. How long will everyone deny 
this? What more ghastly proof do we Goans require to be shaken up from our 
denial mode? Now what will Goa's ostrich Chief Minister Digmabara and North Goa 
MP Shanty Naik have to say? Going by their rhetoric, the answer
  will possibly be 'women must not travel by public transport in Goa.
