PRESIDENT OF THE GOA STUDY GROUP, Mr. YUSUF A. SHEIKH releazed the following 
declaration on deliberation of the seminar on Migration organized on May8, 2010 
at the International Centre Goa, in which those who presented the papers 
included: Advocate Bernard D’Souza, Adv. Jagdish Prabhudesai, Ms. Nandini 
Sahai, Mr. Anil Kamat Shankhwalkar, Adv. Cleofato Almeida Coutinho, Adv. Juino 
De Souza, Mr. Miguel Braganca, Vice Admiral (Retd) John C. De Silva and Mr. 
Arvind Bhatikar IAS(Retd.). Mr. Eduardo Faleiro, former Union Minister of India 
presided and a number of eminent citizens participated in the interaction 
session.  
 
 
DECLARATION
 
A  day long seminar on the theme of “Migration” was organized by “Goa Study 
Group” on May 8, 2010, at the International Centre Goa. After deliberating on 
various related matters that include emigration and immigration, it was noted 
that migration is a world wide process which has a long and unending history 
and cannot be avoided. An overview of the worldwide picture of migration 
depicted that there have been temporary, periodic and permanent migration from 
one place to another at different periods of time in different parts of the 
world. Migration is inter and intra village, inter district and intra district, 
inter state and intra state, national and international.
 
Key questions such as who are  migrants, why do they migrate from their native 
places, what is their legal status pertaining to migration laws, what are the 
problems of migrant labour and the problems encountered by the people of the 
place of their migration etc. were deliberated upon. By taking a number of 
examples from history, it was established that, basically, the people migrate 
to other places either voluntarily to improve their quality of life or 
involuntarily to find shelter depending upon prevailing circumstances.
 
Migration of the people of Goa to other parts of India due to various historic 
reasons and in search of knowledge and pursuit of higher education, and so 
also, to the countries abroad for want of job facilities etc. were touched 
upon. The prevailing conditions whereby there is more influx of people from 
outside to Goa than the emigration of Goans to other places outside Goa was 
discussed, focusing attention on the associated problems.
 
The participants also expressed concern over the reported statement of the 
Ministry of Overseas Indian Affairs that 1226 Indians are languishing in 
various jails in Saudi Arabia followed by 950 in United Arab Emirates, 90 
persons in Bahamas and 55 in Oman and  so also several Indians are currently 
undergoing jail terms in Malaysia, Kuwait and other countries. The members 
opined that Indian Embassies and High Commissions should take up the matter 
with respective countries and provide assistance to the distressed Indians.
 
The seminar also took an overview of the community of Goans settled in 
different countries of the world who, though far away, have their hearts in Goa 
and attachment to this soil. The participants opined that efforts should be 
made to help them to meet their problems and exposure should be made relating 
to the  avenues of investments available in Goa so that the link is 
re-established and they come forward to contribute towards rebuilding Goa.
 
The seminar, after a long deliberation on various aspects of migration 
unanimously resolved to pass on the findings to the concerned authorities and 
evolved the following recommendations:
 
The problems relating to the influx of migrants temporary and permanent, the 
solution thereof  and the systematic  adjustments that government of Goa will 
have to do for dealing with this problem was also discussed .
 
Recommendations
 
1- There should be comprehensive policy at State levels in India to check 
migration to other States by providing job opportunities to meet basic human 
requirements.

Action by: Central and Respective State Governments in India.
 
2- There should be suitable measures in States like Goa to check migrants by 
enacting laws and framing rules and regulations and strictly implementing them. 
 Protect the environment and interests of the people of Goa including its 
linguistic and cultural  composites.  

Action by: Goa Government.
 
3- The conditions of the migrant labourers who contribute towards building 
activities are far from happy. They are the victims of poverty who are forced 
to move to Goa but have no place to stay with basic amenities. As such the 
growing  number of unauthorized structures for their shelter and other 
requirements

Dear Antonio,
The title Were colonial Goans, sour grapes ? and the conclusion, over 90%
of the grapes in the Lord's vineyard  actually turned to be sour.  IN how
come for 450 years with so many intellectuals from Europe as well as locals
(may P Benedict do justice to their Jose Vaz ) caring for our spiritual
needs, over 90% of the grapes in the Lord's vineyard  actually turned to be
sour --- are two different concepts.

I believe the idea is to make an analogy here? Asking, Were colonial Goans,
sour grapes ? amounts to asking whether the Goans complained, were a sorry
lot, etc. I guess it could also remotely---within the general context mean
not amounting to much in terms of literacy and perhaps a comprehension of
Christology. But the part  over 90% of the grapes in the Lord's vineyard
 actually turned to be sour.  amounts to saying, bar 10%--almost all Goans
were of a bad crop, as in the grapes were not sour--did not amount to much
and not worth making wine from. That the very flesh was poor to begin with
according to some specific yardstick. It is an serious intellectual concern
though.

Perhaps the term grapes were a collective used to describe Goans by the
Portuguese. But, their initial was focus truly about education in the sense
of developing minds and teaching people how to live, but it did not pan out.
Did we contribute to the destruction of any of their ideas? Did they? Did
they over reach? Etceteras.

I do believe that the more astute families saw benefit in educating their
own. Yet, in looking at Kierkegaard, we hear In making a choice it is not
so much a question of choosing the right, as of the energy. the earnestness
and the pathos with which one chooses. Goans in their own way must have
done just that according to the way they chose, the way they were
chosen/drawn to the/ir choices, as also the way they saw, or in equal
measure--were made to see Hope, their Past, the Present, Recollection of
their Pasts, an Ability to see into/ regard the Future, and the Repeating of
something learnt earlier.

My parents for one for decently sad reasons were both educated up to the 4th
Std.

Strangely,while proponents of Konkani beat their chests in Goa, it took someone 
from across the border to give the state's official language another first. 
Chaya Venkatesh Vernekar, a native of Kumttha in neighbouring Karnataka, 
achieved a rare feat for the language when she got into the Indian 
Administrative Service (IAS) after clearing the Union Public Service 
Commission's 2009 exams with Konkani and Konkani literature as two of her 
subjects. Konkani is my mother tongue. 

The fact that no one had chosen it before me only added to the motivation, 
said Chaya, adding that associate professor in Konkani at Goa University, 
Priyadarshini Tadkodkar, played a role in persuading her to opt for Konkani 
literature. 

After graduating in commerce from Bombay university in 1999, Chaya married 
Venkatesh Vernekar, an insurance officer, who encouraged her to pursue higher 
education after the birth of their daughter. This set Chaya on course for a 
masters degree from Karnataka university in 2006. She then set the UPSC 
examinations as her next target. For the next two years, Chaya constantly 
travelled to Goa.With special permission from the university registrar, she 
stayed at the Goa university guest house during her visits. 

At present living in Mumbai, Chaya has been ranked 265th at the UPSC exams and 
is set to answer the preliminary examinations for the IAS on May 23, 2010 all 
over again to improve her rank. With the 265th rank, I am likely to get into 
the Indian Police Services, but I am looking at improving my rank as IPS is my 
third option. I would prefer either IAS or the Indian Foreign Services, said 
Chaya, who takes to cooking and designing rangolis to unwind.

Kuwait: Churchill Brothers face Kuwait League Champions Qadsiya at Qadsiya 
stadium later today in the AFC Cup knockout round of 16.Churchill Alemao 
remains optimistic of his team’s chances ahead of the tie, to become the first 
Indian club to win in Kuwait.

Mohun Bagan, Dempo, East Bengal, and Churchill have all lost (heavily) to 
Kuwaiti clubs on previous attempts.

In the current season, Churchill Brothers relinquished their domestic title to 
fellow Goan side, Dempo SC. Things don’t look very rosy for Churchill Brothers 
as they are playing away from home in Kuwait, which brings back nightmare of 
the recent 7-1 thrashing at the hands of Kuwait SC.

For sure, Qadsiya  are a better side and carry a good reputation in Asian 
football but its football and on any given day, you just never know. Other than 
the home advantage, the present weather, hot and humid, looks favorable for 
'Goan football'.   

Churchill Bros will miss star left back Robert Lalthampuana due to injury, the 
defender hasn’t travelled with the squad. But the 'home-town' Goans working in 
Kuwait will get to see I-League's top scorer and highest paid player Odafa in 
action. Odafa had missed the 7-1 drubbing from Kuwait SC due to yellow cards. 
Ever with the team, and watching from the VIP stand, will be Churchill Brothers 
patron and Goa's PWD Minister Shri Churchill Alemao. 

Given the reputation of Qadsiya, Churchill's Brazilian coach Carlos is likely 
to opt for a defensive strategy with five defenders, four medios and a lone 
Odafa upfront. Qadsiya are a strong team, have beaten East Bengal 4-1 a few 
weeks ago. Previously they have even made it to the AFC Champions League 
semi-final and have even defeated Kuwait Sporting recently to stamp their 
authority on no uncertain terms.

The match will start at sharp 6.45pm. Well, Churchill will have to defend as a 
unit, not concede any goal and look for the opportunity to score, unlike their 
last game against Kuwait Sporting where they all tried to be Ronaldos and 
Messis.

Congratulations Chaya Venkatesh Vernekar!!

I think that if anyone from Goa wants to join the IAS then it makes
sense to emulate Chaya by like her taking Konkani and Konkani
literature as two of his / her subjects.

One has to normally decide about two years in advance whether one
wants to appear for the IAS exam and one has to choose the subjects
that one wants during this time.

I think that if one has a basic knowledge of Konkani related subjects
then that amount of time is quite sufficient for one to gain an
advanced knowledge that will enable one to succeed at the IAS.

Incidentally, the rules for the exam must have changed over the years,
as when I was younger there was only one Konkani subject that one
could have chosen.

[Goanet] EROL PERRY - Musician passes away 12/05/2010

This  morning a pall of gloom spread at Modsai, Behind the Holy Spirit Church  
Margao, Goa when Erol Perry 47, a talented young musician and a veteran 
drummer  son of the legendary trumpet  maestro of Goa late Chris Perry,  passed 
away this morning at around 730 hrs at the Grace Cardiac Centre Pajifond Margao 
following an ailment . 

He leaves behind his brothers Mr.Giles, Mr. Glen and Mr.Miles Perry all based 
abroad in Dubai and US  and all are  expected to arrive in Goa as per reports 
from his close acquaintance who was at his bed side when the sad end came about.

A year ago in February, 2009 his beloved mother Ms.Lilia Perry expired while 
late Mr. Chris Pery expired on 25th January 2002. The Perry's are based in 
Margao but hail originally from Cuncolim.

The funeral details have yet to be finalised pending which the body has been 
placed in the morgue at Hospicio Margao

Where did you get your figures of literacy from? How did it compare with the
rest of India (and South Asia) at the relevant period  of time?  What was
the level of literacy, say, for the estimated 100,000 Goan migrants in
Bombay of the 1960s? If this were taken into account, would the figure work
out differently?

Assuming that  by  1961, 90%  of Goan catholics  were either illiterate or
quasi illiterate how did Goa become on f the States with the highest
literacy in India? Was it just because of the expansion of primary schools
(and a few colleges) in the 1960s and thereafter?

Lastly, you might well be right, but aren't you assuming that the prime
responsibility of the priests was to educate society? I'm not sure this was
the case, or even that the attitude towards the unquestionable necessity of
education for all was the same as it is now. FN

This morning a pall of gloom spread at Modsai, Behind the Holy Spirit Church Margao, Goa when Erol Perry 47, a talented young 
musician and a veteran drummer son of the legendary trumpet maestro of Goa late Chris Perry, passed away this morning at around 730 
hrs at the Grace Cardiac Centre Pajifond Margao following an ailment .


He leaves behind his brothers Mr.Giles, Mr. Glen and Mr.Miles Perry all based abroad in Dubai and US and all are expected to arrive 
in Goa as per reports from his close acquaintance who was at his bed side when the sad end came about.


A year ago in February, 2009 his beloved mother Ms.Lilia Perry expired while late Mr. Chris Pery expired on 25th January 2002. The 
Perry's are based in Margao but hail originally from Cuncolim.


The funeral details have yet to be finalised pending which the body has been placed in the morgue at Hospicio Margao

Following a report in the Times of India, the division bench of the Bombay
High Court at Goa took suo moto cognizance of the proposed bypass road for
NH 17 involving the construction of the twin bridges at Galgibaga and
Talpona as it could adversely affect the turtle nesting sites here and the
construction is within the purview of Coastal Regulation Zone.

The 45-metre width land for the road stretch from char Rasta to Mashem was
acquired years back -- incidentally with a compensation of a ridiculous Rs.
3 per square metre.  The approach road on the south end of Galgibaga River
is already completed with massive embankments that have drastically altered
the natural flow of water.

Goa State Coastal Zone Management Authority has in a letter dated 26th April
2010 directed the Public Works Department to stop work on the bypass road.
It is learnt that the necessary prior clearance under the CRZ Notification
of 1991 was not obtained by the government in this regard. Nor was the
Ministry of Environment and Forest consulted before clearing the project.

books.  The first book is history with much facts, analysis (cause and effect) 
and little opinion.  The second book is a hatchet job with much unsubstantiated 
opinions intermixed with some facts and references.


Western Civilizations - Their History and Their Culture by Edward M. Burns, 
Robert E. Lerner and Standish Meacham.

Jesuits - A multibiography by Jean Lacouture.

I hope writers of history texts or books can use the former as writing style in 
their own work. Likely multi-authored works are less likely to be the victims 
of a single author's bias, phobias (fear and hatred) or conflict of interest.

  Shiv Sena, Bardez, on Tuesday launched a drive against non-Goan vendors,
who are selling their products in Mapusa market. Shiv Sena members entered
Mapusa Municipal Council (MMC) market and directed non-Goan vendors to
vacate the place. The members removed the goods of the vendors laid
alongside the road in the municipal market and asked them to pack off. It
may be recalled that in April, the delegation of All Goa Merchants
Federation and Mapusa Merchants Association had called on MMC Chairperson
Roopa Bhakta and had threatened to launch agitation if the council failed to
take action against the vendors and hawkers.[H]

COMMENT: Goenkars don't be surprised at all, if the populace start voting

It is heartening to note the rise of young leaders in UK, and more so after the 
current elections.

Tony Blair was pretty young too, when he became the Prime Minister.
David Cameron -43 - born 9 October 1966 - PM Conservatives

Nick Clegg - 43 - born 7 January 1967 - Dy PM Liberal Democrats
David Miliband - 44 - born 15 July 1965 -- might become the next leader of the 
Labour Party.

 

Compare that with India and one sees that it has to be some veteran or any 
ageing person!

The Congress Party it appears, wants it to be some Gandhi in power or any 
Gandhi loyalist.

Of course, Manmohan Singh is a very capable PM and has been largely responsible 
for the turnaround

in the economy in the 90s. He is constantly under the shadow of Sonia Gandhi 
though. I guess loyal

Gandhi supporters would want Rahul Gandhi to be the next PM. He is young, but 
is he any good ?

 

It is sad to note that Indira Gandhi never tried to groom any young leaders 
(non-Gandhi) to serve the country.

She only groomed Sanjay Gandhi and then Rajive Gandhi. All those who remotely 
appeared to be

a threat to any Gandhi, were systematically purged from influential positions 
within the party.
Rajive Gandhi too acted similarly. Sadly, guys like Madhavrao Scindia and 
Rajesh Pilot perished in

accidents.

 

Any sort of a family hold on the affairs of a country does not augur well for 
any country. 

India, Pakistan, Bangladesh and Sri Lanka have all seen family dynasties rule 
them for too long.

And although UK provided the basis for these democracies, surprisingly, no 
families have dominated

the British political scene.

With the Poinguinim Panchayat it’s not the Congress or the BJP, it’s about
two self-centred leaders – Janardhan Bhandhari  Satish Painginkar. The
other *panchas* in the panchayat are either illiterate or semi-literate or
plain ignorant lambs to the slaughter.

Beyond scores of other unquestioned sins, these two are out to sell
everything worth a cent or something beyond all labels of value for a
convenient price tag. It’s just politics of convenience in a world blinded
by the materialistic haze. The Poinguinim Panchayat cupboards hold nothing
but skeletons of innumerable scandals. The Talathi and the Secretary are
part of the brigade driven by unchecked greed. Well a CBI probe or even a
few applications under RTI with due follow up should see the skeletons
kicking out with some incredible stories.

Powered by the anything-goes attitude, now the Poinguinim Panchayat has
granted provisional NOC to Monark Private Limited a Delhi-based company to
set up a golf course at Talpona. (Never mind the 9-hole golf course just
across the Tapona river).

Ironically, after granting the provisional NOC they are together quoted as
saying along with Damodar Shenvi that if the big companies are beyond the
regulations of CRZ then why not allow the locals too to set up their
business within the CRZ zone. This same Damodar Shenvi has the audacity to
make public comments after accepting donation from the Delhi guys –
ostensibly for the Devalay. The bigger irony is that they continue to fool
the people and have their way.

For a project like a golf course with far-reaching implications the
panchayat or rather Janardhan and Satish did not see the need for an
otherwise mandatory Gram Sabha. They just satisfied themselves and said it
was OK and looks like it IS the final word.

The local panch Caetan Barreto at Galgibaga is quoted as having said that
the golf course will mean a livelihood for many locals. On asked for
confirmation of his views he flatly denies it. It is learnt that Janardhan
and Satish travelled to New Delhi very recently. One can only speculate that
it was not a mere jaunt or some type of honeymoon for the two.

At Talpona, where illegal constructions are cropping like wild vegetation in
the monsoons,  work to set up another star resort are afoot with one
Virendra Mohan Trehan and Hirachand Kavalchand Bafna having bought about
4,20,000 sq metres of thick natural forests under survey No 189/1. Besides
one Jagdish P Khanna has also bought 29,585 square metres of forest land
under survey No 189/1-B.
It is also interesting to note that the communidade of Poinguinim has only
30,450 sq metres of land here under survey No 133/1 and 134/1 while 1,12,925
sq metres land here is shown against the name of six local people under
survey Nos 131, 131/2, 156/0 and 157. “How did large chunks of this
erstwhile communidade land get transferred to private interests?” asks an
elderly resident of Talpona.

They arrived one morning, silently, near my regular breakfast fare of 
warm water, fruit, oats and green tea. In the pale morning light, they 
glowed burgundy red. Freshly washed. Freshly plucked. For a brief few 
seconds, I went through the fog of youth to identify them. What were 
these jewels in the bowl? Ignoring the breakfast, I pick up one of the 
fruit. Smaller than a kokum, almost like a cherry. A thorn at the 
bottom. A wondrous sweet sour taste, the pulp segued to a few pips. 
Instant recall.Jagmas (Zomgam). We used to pick them on the Colvale 
hills. Remember gently rolling them in our palms to sweeten them.


Suddenly I was eight years old again. Each March and April, we were on 
the hills. Word-of-mouth maps in our heads showed the way to the wild 
fruits. In the Camurlim valley were three Zambllam (jambool) trees. We 
would scamper up like monkeys and within minutes collect bags full of 
the purple treasure. We would proudly drag the bags to Xennoi Vaddo and 
devour the zambllams; drizzled with salt. The seeds were dried and 
ground to a powder (used as an ancient cure for diabetes). Early in the 
season, little cream berries (churnam) appear on the hills. Their creamy 
nectar has a very subtle flavour. Like a custard apple. There were also 
little red berries (poddkovam) with similar creamy centers. They are 
like polished, miniature, red apples.


But from all the fruit, the best are the humble kanttam (carvandah). How 
we treasured those! We pick the raw green kanttam to make pickle. They 
ooze a sticky, white sap when plucked from the shrubs. I keep track of 
the kanttam bushes and watch as they go from apple green to plum black. 
Some kanttam have red flesh. Others white. We would play guessing games. 
Cock or bull? Cock was red flesh. Guessing correct ensured a fruit 
gleaned from the opponents stash. Loosing meant a mock, tearful farewell 
from one's bounty. The kanttam were carried home in large leaves 
fashioned into cones by threading with a dry stalk from the hillside.


During this season, kokum trees would also bear fruit. We were permitted 
to eat a few; most were dried in the sun to flavour the monsoon curries. 
The kokum trees are beautiful to behold, with their shady branches and 
elegant leaves. The prettiest sight though is cashew trees in April. 
Like Christmas tree baubles in yellow, orange and red, the trees also 
offer us their tender kernels in March...to make tender cashewnut caldeen.


Living in a village, one quickly learns the road map to fruit bearing 
trees. Some are in public places...the bora tree on the way to my 
studio, the beddsam (small jambool) tree on the way to the Colvale 
church, the kanttam bushes on the hills and the teflam bushes beyond 
Mrs. Lobo's boundary wall. Some fruit treasures lie in private gardens. 
I am amused when people from Tivim arrive at our Colvale doorstep to buy 
our mankurada mangoes. Such is the fame of their sweet, heavenly 
perfumed flesh. The demand is only for the mankuradas from that tree on 
the left of the entrance.  Sadly that tree is barren this year. Two 
unseasonal rains in January and February ensured that the blooms met a 
watery death. The wise two hundred year old tree actually bloomed a 
second time after the first washout. Then wisely decided to teach us a 
global warming lesson by not flowering after the second rain. In fact, 
we have a dismal mango crop this year. There must be no more than a 
dozen fruit bearing mango trees in all of Colvale this year. One happens 
to be on the way to my studio. The other is in the Southern corner of 
our garden. An old tree with perfect Monserrate mango fruit. My mother 
uses these robustly-flavoured-but-not-sweet mangoes to make mangad jam.


I know we are blessed living in our Goan villages when my godson Arhan 
stayed with us over Easter week with his glam mum Malaika Arora Khan. 
Over breakfast with garden papayas, he looked heavenward and asked if he 
could have coconut water from one of the dozen trees in the garden. 
Within minutes, three fresh tender coconuts appeared on the breakfast table.


When I purchased the house in Colvale from the Braganzas, we inherited 
an orchard with every variety of mango. Ten varieties in all. A rare 
Alphonso. Gigantic Appos. Red Malges. Perfumed Monserrates. Delicious 
Mankuradas. Late ripening Fernandes. One Pairee. One sucking mango. 
And many grafted varieties of all of the above. Also in the garden are 
the sour beembli, lime, chickoo, custard apple, jackfruit and guava. The 
latter attracts parrots; but more often, fruit bats. The most majestic 
of all is the Adao(Adams apple) tree. It's tall, straight trunk was 
prized to make boat masts in the old days. Today they bestow on us 
dozens of Adao fruit which look, and taste, like dates. To the lot, my 
mother (the constant gardener) advised me to plant mulberry shrubs and

Konkani Literature in Roman Script – A Brief History

To commemorate the 156th birth anniversary of Msgr Sebastiao Rudolfo 
Dalgado, the great son of Goa and a scholar of international repute, 
Dalgado Konkani Akademi (DKA) released the much awaited scholarly book, 
Konkani Literature in Roman Script – A Brief History written by eminent 
Konknni stalwart late Prof. Dr. Olivinho Gomes, at the hands of Vinayak 
Naik, editor of ‘Goa Today’ at a special function organized by DKA on 
8th May, 2010 at Kala Academy’s Black Box, Panaji.


Speaking on the occasion, Mr. Vinayak Naik said that the late Prof. Dr. 
Olivinho Gomes was the extraordinary Konknni person. The profoundity of 
his knowledge of every aspect o Konknni language was simply 
incomparable. He was the ultimate in the field of Konknni language and 
literature, Mr. Vinayak commented.


Mrs. Eslinda Gomes, wife of late Prof. Dr. Gomes was the special invitee.

Mr. Vinayak did not hesitated to take a potshot at the script 
controversy of Konknni. He said that he is entirely in agreement with 
all those who suggest that one script and one language could be the 
norm, but in some cases like that of Konknni making an exception is a 
must. “By that I mean, more than one script should be unhesitatingly 
permitted. Those who think that if Konknni is allowed to write in 
multiple scripts will affect the language are all wrong. Konknni will 
not be a unique case of one language and multiple scripts. Because there 
are already so many other languages written in two or three scripts, and 
they are flourishing. Therefore, the argument of the Devnagari script 
votaries that Konknni will make way for partition if Romi script is 
given recognition has absolutely no foundation.”


He further said that actually by refusing to give Romi script its 
rightful place under the sun, the Devnagari script adherer are 
unwittingly contributing eventually towards the doom of Konknni and that 
would be very tragic indeed.


A writer is a writer regardless in which script he writes. It does not 
make him inferior if he writes in Romi script. What is important is his 
thoughts and not the script, Mr. Vinayak said.


He further said that it pains to see that the advocates of Devnagari 
script talk about setting time frame to Romi script writers to change 
over to Devnagari script. This type of thinking is not very much 
different from the time bound resolution policy of Government of India 
for the dalits. If this view is accepted of Devnagari votaries then it 
will mean dalitising the Roman script of Konknni.


Mr. Vinayak Naik expressed the need for harmony between both the scripts 
of Konknni and also to officially accommodate the Roman script in 
Official Language Act.


President of Tiatr Academy of Goa (TAG) and former Speaker of 
Legislative Assembly Mr. Tomazinho Cardozo spoke on the book and said 
that the book covers the literary works printed right from 1556, when 
the first printing press came to Goa.


The president of DKA, Mr. Premanand A. Lotlikar presided over the 
function. He said that the Konkani Literature in Roman Script – A Brief 
History written late Prof. Dr. Olivinho Gomes will be translated in 
Konknni and will be released next year on 8th May, 2011. He also 
announced that DKA’s another important publication, the history of 
Konknni Novels is underway.


DKA Secretary, Mr. Jose Salvador Fernandes proposed the vote of thanks. 
Mr. Walter Menezes welcomed the gathering and Mr. Daniel F. de Souza 
compered the function.

The need of the hour, then, is the Gram Sabha 'Panel' System of fighting the 
Panchayat as well as the Municipal elections in the future with a consensus 
based Citizen's MANIFESTO in place.


The advantage of this system of election is that:

(1) You elect those who you want to elect and who are in total sync with the 
said MANIFESTO


(2) Individuals like Janarsdhan Bhadhari and Satish Painginkar will never be 
elected, or,  if elected, will be reduced to minority, or, work for the 
system if included in the 'panel' to the satisfaction of all, eliminating 
the total chronic unfriendly and hostile  Panchayats  Municipalities 
towards its masters and electors..

Thank you so much Chris Vaz for appreciating  showing confidence for my 
talent. I do not believe in self proclaiming and I want to treat every stage 
performance forgetting my previous success or ratings because I don't want 
that to get into my head :) I was a American Goan Idol just for one day or 
maybe for the year 2005 but now I have to start fresh again. I want to be an 
entertainer and deliver Konkani to the people around the world with the God 
gifted voice.


Thank you so much for your good wishes and hope you can attend the Tiatr in

The essence of such peaceful and self-imposed bandhs sends a very clear and 
un-ambiguous message to the 'Powers that Be' that the citizenry is 
frustrated in its functioning and that there is still scope for it to put 
its ears to the ground and listen to the pulse of the people.


Any intelligent governance set-up will carefully evaluate  the 'LOUD AND 
CLEAR' message that the citizenry of Mapusa has sent under the banner of the 
MAPUSA MERCHANT'S ASSOCIATION, various other NGOs including the potent 
'MAPUSA NAGRIKANCHO EKVOTT'  against implementing the notified 
'MAPUSA-ODP-2011' as well as the irresponsible functioning of the MAPUSA 
MUNICIPAL COUNCIL and shake itself out of its complacent skin for once 
before it is too late.


The publicly passed resolution at the 12 May Mapusa Market Public Meeting 
calls for the immediate scrapping of the Mapusa-ODP-2011 which has been 
graphically exposed  as the  cunning engineering of vested interests and 
therefore completely and  unacceptably faulty despite tremendous efforts by 
the Mapusa citizenry to have it corrected and/or modified before its 
notification.


As far as the functioning of the Mapusa Municipal Council is concerned it 
has taken the worst flak, including the non-existent, most basic and most 
essential  inner-Market-street-lighting which leaves the Market in total 
darkness after the Market has closed shop for the day  leaving much scope 
for nefarious activities to take place under the cover of total darkness.
