[Goanet] Love On The Rocks
A short fictional creation by Ruhi Rawail, a film writer who lives in Bandra. 211 TO LAND'S END. In the early seventies this incident had taken place at Bandra. A friend of mine whose aunt had worked the same shift as Sheela Lobo (name changed) in a 5 star hotel near the Bombay airport, narrated it to me. Her shift ended at 11 p.m. Sheela used to work at a 5 star hotel which was a couple of yards away from the Bombay airport. By the time she reached Bandra station it would be around 12.30 a.m. Dead of the night for other towns but not for a city like Bombay. Few others too were around going back home after a long day maybe. Sheela would then take a bus from just outside the station to get to Land's End which was where she lived. Her everyday routine. She boarded the no.211 bus. It was empty except for two other persons. Sheela went to the middle and sat at the window seat on the right of the bus. The conductor approached her and as usual gave her a ticket for her ride to the last stop. He smiled at her as she was a regular on his route. The bus stopped at Lucky Restaurant. Two people got on. First was obviously a waiter from the restaurant after finishing his shift. The conductor pulled the bell string to signal all on board. He pointed the waiter to the back of the bus, but did not even look at the other passenger who barely managed to board the bus that had started moving. The man was expensively dressed did not look the kind who took the bus. He moved inside and sat on the other side of the aisle to where Sheela sat. She felt a stare and turned to look at him. Their eyes met, he shifted his gaze and looked out of the window. Sheela was stunned. He was exceedingly handsome, immaculately turned out, wealth written all over him. What was he doing taking a bus at this time of the night? She shrugged, put her head back closing her eyes. It had been a hard shift today. She opened her eyes. The bus was passing Bandra Police station she instinctively felt the handsome guy looking her way, she looked towards him, but he was not looking at her, he was staring at the police station beyond her window. Odd, thought Sheela and looked away. The bus turned right at New Talkies and then a little further left into the Bhaba Hospital lane. As he was now looking out of the window next to his seat, Sheela looked at him. She was shocked to see his half turned face, agony writ large on it, go white as a sheet! while staring at the hospital. Sheela looked away thinking it to be none of her business, and shut her eyes again. Now the bus was going past the American Bakery,(the site of Salman Khan's hit & run some 30 yrs later) then St. Andrews Church, just before turning right into Bandstand. She stole a glance towards him and was startled to see he was again staring at her. She quickly looked away. The conductor walked up the aisle ignoring the man and said to her, "your stop next" and moved on. Except the rich guy all other passengers were gone. The bus stopped near the Agnelo Ashram, Land's End. The last stop. Sheela got up to leave. As she was stepping out the conductor who stood aside said, "be careful it’s quite late". He again ignored the rich guy who was just behind her also getting off the bus. She gave a half smile to the conductor, and got off the bus. The rich guy now smiled at her as they both stood a moment before the bus drove off. Looking ahead, though aware of his presence, she started walking up the hill that led to the Mount Mary Church. He caught up with her and said, " hi, I am Darius Dastoor I live in this bungalow" he pointed to an old stately yet decrepit house to his left (this bungalow was next to another heritage mansion, then owned by a rich Parsi, and today owned by Sharookh Khan). Most stately properties were owned by wealthy Parsis in the Bandstand area at that time. Sheela smiled and kept walking on. Darius continued walking besides her. Sheela looked a bit wary. The dark night had cloaked the dimly lit hill climb. Sensing her trepidation, Darius laughed and said, " please dont get nervous I am only being neighbourly. It's quite late for a girl to be walking alone." Sheela smiled and said, " I work the afternoon shift at a 5 star hotel, this is my daily time to get back home". Darius smiled back and said, "Oh! I see. Never mind I shall still walk you up to your home. Where do you live? Sorry dont know your name". By now Sheela was comfortable knowing her friendly neighbour and said, "Sheela Lobo. I live at Marigold apartments, a paying guest at a Parsi lady's flat. I am from Goa, no roots in Bombay". Darius nodded. They had reached the gate of Marigold Apartments. He said goodnight to Sheela, as the watchman stood up and opened the gate. She entered the gate, walked past the watchman, turned around a fraction, to see Darius walk away. Sheela smiled at Darius' retreating back, thinking "a gentleman".The watchman thought

Infact it would be prudent for Babush Monserrate not to interfere and manipulate the functioning of the CCP. ECONOMIC OFFENDERSGOING SCOT FREE Elvidio Miranda It has been reported that the total amount of NPAs that the public sector banks (PSBs) for FY21 are incurring is a whopping Rs. 5.77 lakh crore (yes, that is Rs. 5.77 trillion!). Why is that economic offenders cannot be brought to book even though they have defaulted in paying back huge sums of money borrowed by them and they still have escaped the punctured dragnet of the legal system? Examples of Vijay Mallya, Nirav Modi, Mehul Choksi and Lalit Modi (the conveniently forgotten BCCI president) are stark reminders of people in big businesses who have looted the banks and the country. Banks sanctioned them loans without attaching a proportionate amount of their assets so as to recover money which is now bleeding the banks of staggering amount of money. How many other big businessmen are going to escape the ambit of the law and are they being held accountable as well as the complicit bank top brass who are enablers in looting of money of the banks and the country? Recently a drug smuggler, Kishan Singh has been extradited from UK to India to face charges, while economic offenders have been stalling extradition by making use of their ill-gotten gains to postpone extradition by resorting to legal spin craft, by hiring expert economic offences defence lawyers, who manage to hold at bay their extradition using legal sleight of hand. Will the offenders be forgotten with time or will they face legal action when they reach their old age, only because they can outlast the legal system with their borrowed money? Can the country afford such huge sums of money from being lost by banks, which any way are in serious trouble, with reduced profitability? Like West Bengal Chief Minister Mamta Banerjee said not so long ago, India is in the grip of an `economic emergency'.

Dear Bernardo,Thank you for your message. The End of Goa has already been earlier presaged with The National Waterways Act 2016, copy attached, which "nationalizes" 111 rivers and waterways in India including six in Goa at serial numbers 25, 27, 68, 71, 88, and 111 of The Schedule to the said Act. These include River Mandovi from Reis Magos to Usgao Bridge, nothing clarified about the islands of Chorao and Divar which are within the said river, and River Zuari from Mormugao right up to Sanvordem Bridge.Central nationalization of the two major rivers covers portions straddling almost the width of Goa. What the Centre will do with these six rivers, and the islands within them, is so far anybody's guess. Some foresee the evolution of a coal hub in Goa as coal is the main product now handled at Mormugao Port. [Goanet] A Tribute To All Goan Cooks
Well said, Roland - and I go along with all that you've said. When I look back on my childhood days,especially our summer holidays in Goa, I can't forget the mouth-watering meals our grandmothers would turn out for us with the minimum of fuss or bother Nothing was too much trouble for them; in fact, they loved cooking all the dishes, pickles and Goan sweets and snacks that we so loved and enjoyed. God bless them all. It is a shame that we took so much for granted and didn't appreciate all their hard work done with love and ungrudgingly. It is also a shame that we never gave cooks the credit they deserved -always looking down on their profession which, in my book, is a form of art which deserves praise and recognition. I salute all those cooks of yore - grandmas and others who made sure that our inner man was always well cared for. Mervyn Maciel

RIBANDAR WARD NO 30 CORPORATOR TO FACE DISQUALIFICATION CCP Ward No 30 newly elected Corporator Sandra Maria da Cunha to face disqualification for having failed to comply with the law and go on leave before filing her nomination for the CCP polls. Sandra da Cunha is a teacher at a Government aided Perpetual Succour Convent High School in Navelim. In her affidavit along with her nomination paper she suppressed the fact that she was currently a teacher at that school. Any teacher employed in a Goa Government aided Primary, High School or Higher Secondary School and contesting a Panchayat, Zilla, Municipal, Assembly or Parliamentary election in terms of the circular issued under Rule 30 of the Goa School Education Rules 1986, the teacher must compulsorily proceed on ‘Leave not due” even before filing the nomination papers. In case the teacher is not elected, the teacher shall report back for duty within three days of the final declaration of results of the election contested. The teacher if elected, the leave will be treated as “Leave not due” and the teacher will not be entitled for any pay during the term of office elected for. A teacher who is elected after completion of the tenure as elected member will rejoin the school as an employee on the same post held prior to proceeding on “Leave not due”. For the total period of “Leave not due” the teacher will be entitled to have lien on the post held prior to proceeding on ‘Leave not due”. [Goanet] THE CCP HAS A TASK AT HAND
The voters of the Corporation of the City of Panaji (CCP) which includes Ribandar have elected their 30 Corporators. With 13 first time Corprators and 12 sitting ones re-elected, we also have 5 corporators of the past who have made it this time around. The immediate task before the first time Corporators would be to read the CCP Act and familiarize themselves with the provisions. While government had held training sessions for MLAs after their election, it should consider such an orientation camp for the Corporators which would especially benefit the first timers. Over the years all has not been well at the CCP. The Corpoators have to be given the freedom to express their mind and come up with concrete innovative ideas to transform Goa’s capital City. Thanks to last year’s direction by our High Court, there is now a ray of hope that there will be some transparency and accountability at the CCP as it would have to constitute the Seven Ward Committees as mandated by Section 41 of the CCP Act. As these vital Ward committees were not constituted since the enactment of the Act in 2002, I had to move the High Court last year after which the CCP on 19th June constituted the committees but contrary to law. I had to again knock the doors of the High Court which on 31st August directed the CCP to constitute the Ward Committees in accordance with law. So accordingly, the CCP Ward Committee Rules were framed and notified on 27 th November last year. These rules lay down the norms of persons who qualify to be on these committees which include Architects, Engineers, Town planners or persons working in the fields of Environment protection, Conservation and Maintenance of Heritage, Urban Development and other specified fields. These ward committees will rightly influence the city’s much needed planning in a manner which best addresses its needs while participating in determining core CCP processes such as Integrated Development Planning, CCP budgeting and its performance management besides making sure funds are used for the purposes they are intended for while ensuring that the people of Panaji get the best services on all fronts. It is also incumbent on the citizens to be vigilant and ensure quality control in all the works being executed. We need total transparency and zero tolerance to Corruption if we are to firmly halt the further decay of Goa’s capital city. The CCP Act is almost two decades old and must be brought in tune with the times. Surprisingly the much needed by-laws are still not in place to give powers and teeth to enforce the provisions of the CCP Act. If genuine progress is to be made to stop the stagnation and decay of our once beautiful city, it is vital that the CCP has a structure and leadership reflecting the dynamic selfless drive needed with integrity, transparency and the rule of law with full accountability for every paisa spent from the public purse.
