[Goanet] A GLOBAL FOOTBALL STAR WITH GOAN ROOTS
It was overwhelming to meet with our outstanding globe-trotting football coach, Mariano Barreto, in Lisbon. Mariano was born at our Ribandar hospital on 18th January 1957. He migrated to Portugal when he was just three and then to Mosambique and at 19, returned back to Portugal, where he had a brilliant career in Football. But never lost touch with Goa. We have been in touch on social media over the last few years, but it was so heartwarming to personally meet the gregarious, very warm-hearted fellow Ribandarite who deeply loves his roots. He loves Goa in every sense, our culture, heritage, cuisine and never forgetting our mother tongue. He is currently Head Coach for the Lisbon based 'Clube de Futebol dos Beleneses', which is one of the oldest Portuguese Sports Clubs in spectacular Restelo. Over the years, after successfully coaching football clubs in various countries across the globe, Mariano is now all set set to take up his next assignment this June at Taif in Saudi Arabia. The greatness of the very well-connected and affable Mariano Barreto is his humbleness and he being ever so proud of his Goan roots. A great Goan he is.
[Goanet] AT HEATHROW AIRPORT IT'S GOA ALL THE WAY
Yesterday was a very pleasant late night flight from London to Lisbon from Heathrow's Terminal 5. It was indeed nice to meet so many of our Goans working at the Heathrow Airport. A great Goan feeling conversing in Konkani with my fellow Goans hailing from across Goa.They were all extraordinary and heart warming. Memorable moments and their pleasant demeanour said it all. Possibly the number of Goans working at Heathrow Airport outnumber the Goans working at Dabolim and Mopa Airports put together. Now looking forward to the next few days in splendorous Portugal spending time with friends, relishing Portuguese cuisine and sampling it's wines. All this while missing our Goa's Urak this Season.
[Goanet] ONCE A GOAN ALWAYS A GOAN
Born in 1960 a Portuguese national, I have lived for the last over six decades as an Indian. Though I am now again Portuguese by opting for the nationality of my birth, by the Grace of God, I have and will always be a proud Goan, with my birthplace Ribandar ever so close to my heart. A global Goenkar now indeed. Travelling abroad serves as a timely reminder that ‘You can take the person out of Ribandar and Goa, but you can’t take Ribandar and Goa out of the person’. There are no distant places any longer; the world is small, and the world is one. It is encouraging and heart-warming to see and learn in my encounters with various friends that the large Goan diaspora, a vibrant community spread across the world, is still maintaining strong connections with their native land. In life we must always be ready for challenges and willing to learn, develop and grow. Being confident, dedicated and committed in all that we endeavour to do is paramount. If we stay firm and focussed on our goals, Sky is the limit and nothing can be unachievable. It’s all it takes.
[Goanet] RIBANDAR GOING THROUGH A NIGHTMARE
The brazen digging of roads in Ribandar has been going on for over a year. There has been dust pollution galore with the residents stranded with the never-ending unplanned and very substandard Smart City works posing a grave health and safety hazard. A matter of great concern as the well-being of our residents is compromised. Ribandar has never ever faced such helplessness. It has been organised chaos all over. We can now only hope that our Chief Minister Dr Pramod Sawant comes to the rescue of the residents of Ribandar to alleviate this pain and agony that they have been enduring for too long. It is so very unfortunate that the people’s normal day to life has been disrupted while nobody knows what would be the fate of the works currently being carried out. Is it not ironic that the authorities themselves say that they cannot guarantee the quality of these so-called development works? We can only pray and hope.
[Goanet] SATISH SONAK'S INSPIRATION CONTINUES
Seven years ago on 7th April 2017, Advocate Satish Sonak left us so suddenly after a massive heart attack in the Courtroom. He departed leaving us all astounded. He was a great source of inspiration and will continue to inspire us all to do our bit and carry forward his mission. A truly remarkable humble soul, Satish Sonak cared about his fellow beings, championing the causes particularly of the underprivileged and disadvantaged section of society. He was Goa’s great selfless warrior. who toiled tirelessly, seeking justice for the poor, downtrodden and the oppressed. Ever willing to stand up and dared to be counted where others feared to venture. In his death the poor, deprived and voiceless lost a true friend. Right from his student days Satish Sonak was a fiery orator. Later doing justice to his profession as a lawyer he evolved as one of the foremost human rights crusader, taking up many causes such as the rights of women and children, marginalized tribes, the physically and mentally challenged, and the rights of the common man. In death, his donation was the gift of his precious eyes. Let us all live up to the hopes and aspirations of this great humane Braveheart that Satish Sonak was. May his legacy live on.

[Goanet] INCREASING CYBERCRIME IS A MATTER OF CONCERN
Despite the advancement in technology, the blatant cyber-crimes are on the increase. It is an unacceptable situation that the cyber criminals are having a field day while the law enforcement authorities watch helplessly. This is a growing global problem that needs concerted efforts to end the cybercrime nightmare that ranges from credit card fraud to identity theft, and it can be devastating for both individuals and companies alike as it inflicts financial and emotional distress to many. While the very vigilant crackdown on cybercrimes must be relentless, the miscreants must be swiftly and mercilessly brought to book. The cyber glitches that aid and assist the commitment of cybercrimes must be technologically plugged. Prevention must always be better than cure. It is sad to see innocent people being robbed of their hard-earned money and data by the ruthless cybercriminals. Another case of concern is the rampant hacking of emails and social media accounts like Facebook. Over the years I have had my Facebook account fiddled with so many times. Despite reporting it to the authorities the malaise merrily continues. We must all be aware of cybercrime and take every possible precaution by thinking twice before we act and to always question anything that seems too good to be true!
[Goanet] REDUCE, REUSE AND RECYCLE IS A KEY TO GARBAGE MANAGEMENT
Over the years Goa has been witnessing a lot of positive steps in the collection, segregation and disposal of garbage. But much more needs to be done to achieve the goals. We should aim to keep our cities and villages free from garbage strewn all over. This would be to everyone’s benefit by ensuring our health and wellbeing. It would also attract high end tourists who have been straying away from Goa. Public dumping of waste all over, even throwing it brazenly in rivers and ponds is unacceptable. The gravity of the situation has been consistently highlighted by our High Court who has been monitoring the progress done in Waste Management. Goa needs three or four more garbage disposal plants to ensure proper handling of garbage across the State. Effective Garbage Disposal needs a complete and total solution looking at every aspect, including the type of Garbage, collection of Garbage besides the recycling and proper disposal of Garbage. Conventional and Modern methods must be studied and put in place. Furthermore, we need an educational program with clear laid down procedures for the people. In addition, there must also be effective honest policing of the guidelines coupled with punitive action for persistent wrongdoers. All this necessitates a sizable investment by the Government which must be fully utilized for the purpose intended and is an investment worth making.

[Goanet] REMEMBERING OUR GOA’S VERY FIRST CHIEF MINISTER
On March 12th we observe the birth anniversary of Goa’s first Chief Minister Dayanand Bandodkar who assumed office on 20th December 1963 and continued as Chief Minister till his sudden death on 12th August 1973. Affectionately referred to by all as ‘Bhausaheb’ he relentlessly raised and pursued issues concerning the backward, down-trodden, and neglected communities. He toiled with a vision and passion towards laying the foundations of Goa’s development which he very ably managed, including Daman and Diu with just two Ministers during his first term and later three. As a school student I had the privilege of interacting with Dayanand Bandodkar and I recollect with nostalgia witnessing those great debates in the Legislative Assembly and his pointed but witty replies. Dayanand Bandodkar dared to speak from his heart and always walked the talk. It is imperative that students in our schools and colleges today should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar who cannot be consigned as our forgotten hero.

Our Chief Minister Dr. Pramod Sawant needs to be commended for promptly raising with the Central government the long-standing issue of Dual Citizenship, highlighting the grievances and hardships being faced by those opting for Portuguese Passports and while applying for OCI and about those Goans whose birth is registered in Portugal. It would be also appropriate for the Goa Government to ensure that the powers of the Foreigners Regional Registration Officer (FRRO) Goa are restored. For the last few years, the office of the FFRO Goa has been stripped of all powers and has been acting as a mere post-office for the FRRO Mumbai. The FRRO implemented by the Government plays a crucial role in ensuring the safety and security of people visiting India and provides a central point of contact for registering foreigners and issuing registration certificates required for various activities. Goa is an important tourist state and therefore the FRRO in Goa must be able to carry out all the necessary functions just like Mumbai. Everything now is being managed by FFRO Mumbai with even those applying for OCI having to travel personally to Mumbai for the appointment. Goa having a sizeable number diaspora overseas with Goans spread across the world, the office of FRRO Goa should be restored as a fully functioning hub to deal with affairs of those needing their services. Let us hope that the Goa Government will act diligently and swiftly so that our FRRO becomes empowered and fully operational to enable Goans to get their work done without unnecessary inconvenience, delay and expense. It's now always a pleasure to travel through our MOPA airport.Today another visit to Delhi, this one for a week. But with the weather at the national capital warming up to 15 degrees, one cannot crib. A wedding to attend and lots of dear friends to visit is going to be hectic. But that has been life for decades. Delhi is amazing and has its own charm. Despite being one of the world's most polluted cities, indeed this is a much refreshing respite and a needed break from the current nightmare of our Panaji's Un-Smart City pothholed and stumbling and it's extremely terrifying roads.

The law enacted for 33% reservation for Women in Assembly and Parliamentary elections has been a step in the right direction to encourage women to play their role in the political arena and to serve the society. Let us hope this law will be a reality soon. But a mockery should not be made of the good intentions of the lawmakers who framed the policy to encourage women to contribute their bit to public life. At the Panchayat and Municipal level we have been sadly witnessing that in many cases the ladies elected are only on paper while their effective role is factually being unlawfully played by their spouse, brother or at times some other relative. The lady candidates like all others must be selected and elected on their own merit and aptitude, not as a front or smoke screen for others to run the show. They must not be puppets on a string manipulated and pushed along the way with no say. This defeats the very purpose of reserving seats for women which is meant for ensuring their empowerment. Never dull your shine for somebody else. To shine your brightest light, you need to be and represent who you truly are. Despite the Supreme Court and various High Courts having clearly ruled that the legal profession does not involve commercial activity, the Electricity and Water-supply departments have been unlawfully charging a commercial tariff to the offices of Advocates across the State. Furthermore the Municipalities and Panchayats have also been illegally charging Advocates taxes as a commercial premises. All this after the Courts having clearly ruled that the legal profession is a noble profession, and not a business or a trade. It would be appropriate if the office of our very proactive Advocate General to clarify the legal position could kindly issue an office memorandum to the Chief Electrical Engineer, PWD Chief Engineer and the Directors of Municipal Administration and Panchayats so that the offices of the Advocates are not unduly overcharged. [Goanet] A TRAGIC AND UNTIMELY END TO AN INNOCENT LIFE
It was devastating to hear about the recent smothering to death of a little four year old boy allegedly by his own elite mother. Very sadly the little boy who was born around the onset of COVID-19 didn't live to see the foundations of schooling or to achieve what aspirations life had in store for him. This innocent boy was unfortunately a victim of a matrimonial dispute between his parents which went awfully sour. When marital disputes cannot be resolved and the marriage salvaged, parting of the ways is the only way forward. And it should be as amicable and dignified as possible. Admittedly this easier said than done. The police investigating this murder should inquire why the mother chose Goa as her destination to commit this ghastly and chilling act. Our State is known for its peace, tranquility and as a friendly laid-back haven and a much sought after tourist destination should not be in the news for all the wrong reasons. It is laudable that Goa’s Chief Minister Dr Pramod Sawant and our NRI Commissioner Adv. Narendra Sawaikar are now pursuing the issue of Dual Nationality with the Central Government. We can only hope that it will be resolved expeditiously. As Pondicherry, a Union Territory in South India allows Dual Nationality, why can’t the same yardstick be applied to Goa? The launching of the Global Goan Association under the leadership of Qatar based Simon D’Silva is commendable which will give the Goan Community worldwide a strong voice. Goans abroad have invested in Goa whether it is money deposited in Goan banks, holiday homes or in business ventures. Fortunately, in recent years, there have been changes in how overseas Goans perceive Goa. Many NRIs after years of service abroad long to settle in the land of their origin. The modern NRIs are far more professional, skilled, articulate, motivated, caring, and affluent than the previous generation. They have an empathy towards Goa and regard it as more than just another holiday destination. These sentiments must be tapped by the Government with the aim of achieving mutual benefit. The Global Goan Association could work as a catalyst to see this happen. Adopting a uniform approach across India would make life a lot easier for many by removing the uncertainty and allowing citizens to enjoy the best of both worlds without any issues at all and for the benefit of the motherland. [Goanet] THE TIME IS RIPE FOR DUAL CITIZENSHIP
The very long standing demand for Dual Nationality by the Indian diaspora across the world remains unresolved. The recent statement by our External Affairs Minister Mr. S. Jaishankar that the issue is under consideration of the Central government is encouraging. The demand for Dual Nationality has been unanimous and having not been opposed by any quarter, the government should try and bring this issue to a logical conclusion as it would be in everyone’s best interests to put this issue to bed once and for all. It would be prudent for the Central Government to allow Indians dual nationality as they can have a foreign nationality and still maintain very close links with their motherland. Surely this could be an emotional as well as financial win-win situation for the nation. A positive decision by the government on this issue would come as a great relief to many who, through birth, or for historical and professional reasons, needed to acquire and hold dual citizenship. Meeting the aspirations of a multitude of Indians now spread across the world would prove extremely beneficial to the diaspora and the motherland, economically and with freedom of movement. It is worth remembering that about half of the countries of the world, including major powers, allow dual citizenship, meaning that a person can be a citizen of more than one country without any issues at all. It was horrendous as Goa witnessed five young lives being snuffed away in various road accidents on New Year’s day. The very tragic death of our Ribandar's young lad Ayush Harlankar was so very unfortunate. How many more lives will have to be lost for the authorities to act against the haphazard manner in which the Panaji Smart City works have been dragging on. It is an absolutely unforgivable nightmare. May Chief Minister Dr. Pramod Sawant please intervene to ensure that sanity prevails in public works being executed with the safety and well-being of those commuting on the roads never ever compromised. The focus has to be to ensure Quality control and Accountability by every contractor. While the authorities have to ensure that every road is worthy, accidents will persist and precious lives lost as long as we all don’t firmly resolve to act responsibly by ensuring that we drive very cautiously and guardedly. [Goanet] NEW YEAR, NEW BEGINNINGS, NEW OPPORTUNITIES
As another year comes to an end it is a time for reflection. 2023 was a year for taking tough decisions including a personal one on the domestic front, which I did very thoughtfully and with an open mind. One must never procrastinate but must confront every challenging situation in life. To lay to rest that controversy on whether my Birth was registered in Portugal, on 8th May I travelled to Lisbon and after confirmation by the authorities, I decided to opt for a Portuguese Passport and completed all the required formalities in Lisbon in accordance with law. On my return to Goa on 17th June I promptly complied with all the formalities here including the application for OCI. More so as an officer of the Court, it has always been my endeavour to never be in breach of any law. So, from 2024 I will be functioning from Goa, London, and Lisbon. And now with no Visa requirement hassles it would enable me to travel with ease to various countries and interact with our fellow Goenkars. Blessed to now hopefully be a Global Goan. 2023 gave me time and an opportunity to introspect and ponder on the years gone by. Undoubtedly my outlook to life has now drastically changed, hopefully for the better, calm and composed. Reflecting on the past, I now feel I could have handled some issues and situations differently but always without fear or favour. It has been my decision to now tread the path of life confidently with an unwavering Positive Mental Attitude. Speaking and writing less while thinking more is going to be my way Forward. And as always living life to the full, while enjoying every bit of it with care and compassion to all. May the New Year be the canvas upon which you paint your dreams. [Goanet] ROAD SAFETY IS PARAMOUNT
2023 is coming to an end and Goa has over the years been witnessing a spurt of accidents towards the year end. So let us be extra cautious on the roads and highways so that more lives don’t perish. Accidents do happen but when it is due to wilful negligence and rash driving at times fuelled by an intoxication of harmful substances like alcohol, then it cannot be an accident. Today we are overburdened with an astronomical rise in vehicles on roads across Goa. Some sanity needs to prevail on the Rent the car and Rent the bikes sector which we see not observing the traffic rules which is a cause for many accidents. The authorities also need to crack down on two wheelers which are being used for courier service and sometimes carry the load of a rickshaw. The food delivery guys must also be reined in. Using private vehicles for commercial activity is in violation of law. Is it not an irony that while we see people spending lakhs on medical treatment to save their lives we also see those endangering not only their own but also the lives of others by their reckless and brazen behaviour on the roads. We have to vow to do everything possible to ensure that accidents are avoided. In this festive season where we can all share love, happiness and joy, let us bid farewell to 2023 while ushering in the New Year with Peace and hope for an even better year, while making sure we don’t have to bid farewell to our near and dear ones and cause pain and suffering to others or ourselves through reckless driving. [Goanet] NEED TO FOCUS ON BETTER PUBLIC PARKS AND GARDENS
For the sake of the health and well-being of the people the authorities must ensure that our parks and public gardens are in good shape. Everything possible must be done for the regular and proper upkeep of existing parks with appropriate flora, fauna, and facilities to benefit all like with park benches and conveniences before venturing into new ones. Our gardens and parks are the lungs of our neighbourhood. So it’s unfortunate to see some of them in a despicable state. A glaring example is the children’s park at Caranzalem on the Miramar-Dona Paula Road which was inaugurated some years ago amidst much fanfare. A very useful park used and much appreciated by all is today in a very pathetic state. Infact in an extremely pitiable condition. One fails to understand how such a marvellous park today has been reduced to a haunted place. After launching any infrastructure the authorities cannot fail to maintain and improve it. Neglected parks and gardens are an injustice to young children. It would be ideal if every school had a children’s park for the benefit of the students, to boost their health, teamwork, friendship, and interactions with each other besides recreational activities. It is horrifying and ever so distressing that precious human lives in Goa which is India’s smallest State, continue to be snuffed away on a daily basis due to road accidents on the streets across the State. The government has done its bit by amending the law to make penalties for reckless driving and other violations of our Motor Vehicles Act substantially hefty but accidents on our roads continue with precious lives of people being lost though sometimes they are pedestrians and innocent by-standers. An unacceptable state of affairs. The government needs to take a holistic view on this very alarming issue and do everything possible. One way would be to make the issue of driving licenses extremely meticulous and stringent. As driving licenses in our neighbouring States and elsewhere in the country are purchasable, the authorities need to work in conjunction with other States to ensure that only truly qualified drivers are allowed to navigate their vehicles on the streets so that this current death trap is a matter of the past. Regardless of all the efforts by the government, unless each one of us as responsible citizens try to do our bit by careful, defensive driving, in the full knowledge that any violations will be met with the full force of the law who will exercise zero tolerance, then innocent people will continue to mercilessly die on the streets. The road accident scene in Goa is so very scary and a matter of great concern. Let us not reach a stage where we must frantically pray in the morning thanking God for giving us another day and at night thanking God for having kept us alive during the day on our accident-prone roads. Every so often, this age-old issue about Dual Citizenship despite various utterances by different politicians over the years comes to the fore. It is an issue that has been of concern to many people. It would be in everyone’s best interests to put to bed this issue once and for all. The Government and the Courts need to find a solution that may resolve the issue faced by many who have obtained Portuguese and other nationalities find themselves in, many through birth and for historical reasons. It would be prudent for the Central Government to allow people dual nationality or citizenship as they can have a foreign nationality and still maintain close links with the motherland. According to the World Population Review, 49% of all countries worldwide allow dual citizenship which means that a person can be a citizen of more than one country. It is so very disturbing to see certain persons commenting adversely about me wishing in good faith a long-standing friend, the Loutolim MLA Alexio Sequeira on being sworn in as a Cabinet Minister. I only hope that a personal greeting to a dear friend is not misconstrued for something else. Alexio has been a dear friend for many decades, and I don’t recollect having ever visited his office while he was a Minister earlier. He would vouch that I have never ever requested him for a favour while he was a Minister and more importantly for an illegal one. Over the last five decades, it has been my rare privilege to deal with every government office across the length and breadth of Goa and in doing so, I am so very humbled that God gave me all that strength to respect every Soul in that office from the Sweeper, Peon and right to the Director. My other rare privilege in life is that I have been blessed to have caring and concerned friends in all Political parties including the ones that have mushroomed in the last few years. I have always risen above politics and have never been afraid of speaking my mind on what is right and wrong without favour or fear. All through these years, I took a conscientious decision not to join any political party and possibly that was the right step. The Neurosurgery department at the Goa Medical College completes forty glorious years. Dr V.N Jindal must be credited with giving birth to the Neurosurgery department and remarkably over the years taking it to immense heights from scratch. What started with four beds and no equipment, the Goa Medical College is today one amongst only twelve hospitals in the country having Super Specialty training in Neurosurgery. On the 31st July 2014, Dr Jindal retired as the Dean of Goa Medical College after his long and magnificent association with one of Asia’s oldest medical colleges. It is very distressing to see so many people in Goa dying so young. It is so disturbing to read the obituary columns of the newspapers while we can only helplessly grieve and mourn the sudden departure of our dear brothers and sisters in the prime of their lives. The reasons for people dying young could be one too many, unhealthy lifestyle habits and diets, road traffic accidents could be also taking a toll. Come what may, we all must avoid being unduly stressed, but it’s easier said than done. Maybe our Health Minister Vishwajit Rane could get his experts in the medical field to try and do some probing and to address the root causes through education, awareness and other preventative measures. There is a need to be very health conscious and address any health concerns or abusive lifestyles early enough by being very candid about it and not shying away from any symptoms. We should be truthful in sharing our health and other issues bothering us with friends and people who care. It could possibly help ease those worries and anxiety on our already burdened shoulders. The life history of this extraordinary doctor is amazing and should be an eye opener for us all that given our perseverance and focus in life, nothing is impossible with Sky being the limit. Dr. Kumaran Bahuleyan’s home village is Chemmanaka at Vaikom in Kottayam District where this great accomplished Doctor was born. With a firm view that the purpose of philanthropy is to improve the wellbeing of humankind by preventing and solving social problems, Dr. Bahuleyan set aside $20 million of his own to start the Bahuleyan Foundation. His first project was a clinic catering to women and children. Later, he built new roads, improved sanitation facilities, a potable water supply system, and later established the Indo-American Brain and Spine Hospital in his home village. Today, it is a 220-bed super-specialty hospital and one of the premier institutes in South India. In 2004, he set up the Kalathil Lake Resort, the profits are used to fund the hospital. At 96, the still energetic and lively Dr Bahuleyan spoke of his plans to expand the hospital and the resort too On March 5, 2024 this legend will be completing 97 years and surely will celebrate the great occasion at his own Kalathil Lake Resort which is just next to the grandiose hospital he has been running to serve the Community at large. It was so distraughting to hear the very sad news that a very dear friend from Mapusa Pradip Narvekar was crushed to death in an outrageous hit and run case. Pradip was always a very humble, simple and refined friend of almost two decades. Ever so patient and gentle with always a very positive attitude. He tirelessly worked to boost his cold drink stall business at the Mapusa taxi stand. These hit and run cases being on the rise should be a matter of great concern. The law makers should possibly consider urgently amending the Motor Vehicles Act to make the owner of the vehicle responsible and culpable for such rash, negligent and irresponsible behavior while leaving the victims dying on the roads. The exasperated residents of Ribandar are understandably fuming over the chaotic digging of the roads. All the internal roads of Ribandar which were recklessly dug up for the laying of the sewerage line continue to be in a very despicable state for almost two years with the health and safety of the people compromised. Now the move to close for a month the main road along the Old Ribandar Hospital has raised many questions. The area being densely populated people have apprehensions about the consequences of closing the road. The ambulance will not be able to reach the sick and the fire engine will be unable to deal with any fire that may occur. People are concerned as to how their children would get to school and they would reach their workplace. Incidentally the road that is sought to be dug was recently hot mixed for the G-20 Summit. A criminal waste of public funds. It would have been prudent to first repair the roads that remain dug and precarious for so long. After seeing the pathetic state of the roads in Ribandar the residents rightly have a trust deficit in the Imagine Panaji Smart City Development Limited which is executing all these Smart City works in an utmost shabby manner. Local MLA Babush Monserrate had rightly vociferously accused that the Smart City works was a mega scam. Our Chief Minister Dr. Pramod Sawant should intervene and order an audit of the Smart City works so that those responsible for all this chaos and mess are held accountable Adv. Sugarcane is indigenous to India and is the main source of sugar, Jaggery (gur), brown sugar (khandsari) molasses, besides, biofuel, fiber, fertilizer, and a myriad of byproducts. India is the world’s largest producer of sugar and the second largest producer of sugarcane in the world. The sugarcane industry is a significant source of employment in India. It is so very unfortunate that Goa's only sugarcane factory has been inoperative for some years. It would be beneficial for our Goan sugarcane cultivators, and the economy of our State if the government could take concerted measures to revive this much needed factory instead of burdening our cultivators to take their crop to the neighbouring States. The production of sugar locally would incentivise our growers to grow more and ensure a readily available product with multiple uses, at a favourable price for consumers. The operation of the sugarcane factory when it restarts would have to be restructured and run efficiently as a profitable venture and not as a white elephant. It is hoped that our Chief Minister Dr. Pramod Sawant will take the necessary steps to ensure that our Sugar Factory is fully restored, updated, and equipped with adequate human and technological resources to take full advantage of a thriving and lucrative national and global sugarcane industry. The move by the Minister for Food and Drugs Administration (FDA) Vishwajit Rane to crackdown on unhygienic eateries is a very appropriate step in the right direction. This much needed action across Goa must be a sustained one till we get to the last untidy eatery blatantly violating the laid down food safety norms. Needless to say, this deterrent action against erring eateries must be free from fear or favor. >From restaurants to cafes and the food carts, it must be ensured that the highest level of cleanliness is maintained at every place and by those handling and selling food items. It's 23 long years that our dear Selwyn left us after being snuffed away in that horrific road accident at Kanpur but the music that he enthralled us with lives on. Our rockstar Selwyn Pereira was a jewel, that Ribandar lost so early, at a very tender age of just 29. Selwyn Pereira had started his own band when he was just 10 years old and named it "Civilians". He went on to play for various bands. He departed in 2001 soaking us all in grief and leaving us all dazed with his so sudden and untimely departure. A void that may never be filled, but in our hearts he will live forever. It is said that good music is a piece of Art that goes in the ears and flows straight to the heart and this is what our charming music star Selwyn did always did. On a maiden visit to Kerala to attend the wedding of the son of my longtime lawyer colleague and dear friend from Mumbai, I was so happy to visit so many magnificent Temples, Mosques and Churches besides other historical sites and renowned vantage points. It was also a delight to partake in the relishing of "Mini Onam Sadya" on the last day of the 10-day Onam Celebration in Subhiksha Restaurant at the age-old Bharat Hotel in Ernakulam. What a mouthwatering treat, a pure vegetarian spread served on a banana leaf. Kerala was the only State I had never been to. Now my journey across the nation is complete. Kerala's landscape is very similar to our Goa. They both have so much in common, especially as a Tourism destination. It was a joy to experience first-hand the wealth of natural beauty in the form of placid backwaters, lush greenery, picturesque towns, and beautiful beaches. Kerala is known as 'God's own country' while Goa has for a long time been called the Pearl of the Orient. I was also so blessed in being able to visit our dear Goa Governor P.S. Sreedharan Pillai's home State and appreciate and understand the cultural values of its hospitable people and its beautiful land immersed in natural beauty. It was also so heartwarming to meet up with several officers who had served in Goa’s administration and have now retired in their home state. The Kerala expedition was for only for a few days but ventured to see as much as possible while also going into neighbouring Tamil Nadu to see the very amazing Kanyakumari. Throughout the student days they always encouraged me in extra-curricular activities paving my way to participate in elocution, debating and essay contests all along. Great teachers can make a big difference in our lives, for besides making a lasting impression in the classroom they can cast a very positive influence on our life. Our teachers are more than mere educators. They also play that vital role as a dear friend, counselor and mentor. A regular teacher may merely direct us along the right path, but great teachers inspire and challenge us to carve out our right path in life. And I was blessed with teachers for whom teaching was an extremely solemn mission and not a mere profession. And for this God will always bless them. Ever so humbly, we should always remain heavily beholden to all our dear teachers who imparted to us all their invaluable knowledge and guidance that has immensely helped us in life. The continuing loss of precious lives on a daily basis on account of road accidents is a matter of great concern. Undoubtedly, over speeding coupled with rash and negligent driving is the major cause for accidents across Goa. Drunken driving is also taking the toll. Despite seeing precious lives being lost every single day we continue to breach the traffic rules, endangering our lives and those of others. If people firmly resolve to strictly comply with all the traffic regulations in letter and spirit by also engaging in defensive driving, we may be able to end the misery of accidents. It is horrifying that despite the enhanced penalty, parents continue to allow their minor kids to ride two wheelers which needs to be rigorously stopped. The authorities must do their part by ensuring that our roads and infrastructure are safe to drive on with effective road safety signage and traffic lights. They must exercise zero tolerance to abuse by drivers and riders and enforce the law as a deterrent and bring to book those that violate the law because Road safety is the responsibility of everyone. So, unless every citizen responsibly does his bit to keep our roads safe, Goa will continue to witness accidents with precious lives lost. One accident or one life needlessly lost is one too many! Road safety is of paramount importance so there must be a concerted effort to save precious lives by preventing accidents that are needlessly claiming human lives every day. Today is the 50th death anniversary of Goa’s first Chief Minister Dayanand Bandodkar who assumed office on 20th December 1963 and continued as Chief Minister till his sudden death on 12th August 1973. Affectionately referred to by all as ‘Bhausaheb’ he was undoubtedly a friend to all. At the age of 10, it was my privilege to interact with Dayanand Bandodkar with a grievance faced by my grandmother who lived very close to his bungalow at Althinho. A few months later I managed to sneak into the Goa Legislative Assembly and witness those debates with the Chief Minister’s pointed but witty replies. That same year Dayananad Bandodkar visited our Ribandar as the Chief Guest for the football finals. Though Dayanand Bandodkar may have initially been for merging Goa with Maharashtra, he respected the people’s verdict and later toiled with a vision and passion towards Goa’s development. He relentlessly raised and pursued issues concerning the backward, down-trodden, and neglected communities. He was a leader of integrity, honesty and commitment. Dayanand Bandodkar dared to speak from his heart and always walked the talk. It is imperative that students today should be made aware of the very rich and invaluable contribution to Goa by Dayanand Bandodkar who cannot be consigned as our forgotten hero. Adv. Jack Russell Terriers are known for their intelligence and keen sense of smell and are a popular choice amongst dog lovers. My visit to Europe was very amazing and a real eye opener. The interaction with my Goan brothers and sisters was so heartwarming. In those few days it gave me an opportunity to meet and converse with my fellow Goans while feeling their pulse and understanding their feelings. The time was so short, but it was my endeavour to meet up and interface with as many people as possible. While in London and with a desire to spend some time reflecting in the tranquillity and solace of the wilderness, I was very fortunate to spend an entire afternoon at the sprawling Kew Royal Botanic Gardens, a UNESCO World Heritage Site with the world’s largest collection of living plants. Those hours were mind boggling with every inch of that immaculate garden brimming with a rich diversity of flora and fauna and eco systems from all over the world and infrastructure from incredibly built glass houses to a palace and the palm house. While I walked through the gardens for several hours, the deep anguish within me was, a question as to why we couldn’t have such a garden set up in our extremely resourceful Goa and why the ones that we inherited are poorly maintained and uncared for. Regrettably, we may never find the answer. What is certain is that Goa needs an innovative, green and educational oasis like Kew Gardens, not more concrete jungle eyesores. May we hope that the resolve of our political leaders who go on trips abroad will be to replicate one spectacular thing they see onto our fertile soil. Let us hope and be optimistic. Adv. The mushrooming of environmentally incompatible new constructions all over without the much-needed infrastructure has landed Goa in chaos. The real estate developers have swiftly enriched itself multifold while leaving the common man to face the brunt. Sadly, the State has been unable to even provide adequate water and power supply. While there is no proper sewerage system in place, the garbage management has also reached a point of crisis. The colossal environmental ruin that Goa has been witnessing over the years by way of rampant destruction of hills, fragmentation of pristine vegetated verdant landscapes and ruthless chopping of trees with not even sparing the pouring of concrete in the low-lying fields is finally showing the impact of criminal interference in Goa’s age-old natural ecosystems. If the authorities do not take urgent corrective, well planned and sustainable measures to save the natural ecosystems, the god gifted landscape, the eco-sensitive beaches, sand dunes, Khazans, wetlands, Salt pans, the last remaining hills and farms, the orchards, rivers, estuaries, lakes, ponds, springs and fountains of Goa for protecting our ecology, we will soon have a major catastrophic disaster. Goa has been a beautiful accident of history endowed with abundant resources. But regrettably it has reached a point of grave environmental crisis. Now safeguarding our environment should be every citizen’s topmost priority. If we all ensure that the rule of law is strictly enforced, our now sinking Goa could evolve back as a better place. Adv. It should be the firm resolve and always the endeavour of the authorities to ensure that no illegal construction is allowed anywhere. It would have been so nice if our villages and cities were all well planned in accordance with the planning rules. Today we find people being inconvenienced due to illegal construction activity mushrooming in their neighbourhood. It would be proper to ensure that all the required infrastructure is in place before allowing new constructions. This would make sure that the residents live in peace without any fights and friction in the neighbourhood. The authorities should always exercise zero tolerance to any development or construction that does not meet the full planning regulations and once approved, the ongoing development must be inspected to ensure that it is completed to the standards and the approved plan. Illegal constructions and those that do not follow the correct planning regulations and standards are clearly counterproductive. They are a health and environmental risk that puts undue pressures on our already poor infrastructure, our roads, our scarce and unreliable water and electricity resources, garbage collection and recycling facilities. They are an eyesore and place a needless burden on the people and the State. It is about time that the mindset of the authorities is single mindedly geared to ensuring that we only have legal, sustainable development that will benefit present and future generations while all illegalities swiftly face the full force of the law. On 17th July while we observed International Justice Day, it was time to reflect on the fact that even in a small State like our Goa there is a very huge pendency of cases. The whopping number of cases pending across various Courts in the State is a matter of concern. While new cases are adding to this pile up daily, a lot of Senior Citizens are in the queue, while very sadly for many Justice eludes and evades in their life span. The fountain of Justice must keep flowing while it dispenses the rule of law to the last person in the queue in a timely and truthful way. The Judiciary is the common man’s last hope for Justice. It cannot fail to deliver as dispensation of justice is an absolute essential service which has to be provided uninterrupted. Justice Rajendra Menon, while retiring as the Chief Justice of the Delhi High Court in 2019 had said that until and unless we are able to deliver timely justice to the citizens, the faith in the system may erode and if such a thing happens, it would be a disaster for the democratic system of this country, while expressing concern over the huge dependency of cases and long delays in their disposal. Our Deputy Superintendent of Police Manoj Mardolkar retired last week after having zealously served the Goa Police for 33 long years. The very unassuming and dignified personality that he is, has so proudly hung his boots with no blemishes on his record. This amazing Police Officer who joined on the clerical side in the administration branch of the Police Department was later selected by the Goa Public Service Commission as Police Sub-Inspector and went on to be Police Inspector while now winding up his extremely meritorious innings as DySP. An officer with excellent investigative and interactive skills, he also served in the Investigation wing at the Goa Human Rights Commission. He served in several Police Stations and units of Goa Police before now retiring as DySP Security and also as Vice-Principal of the Goa Police Training School at Valpoi. To the credit of this very soft spoken and yet a no-nonsense Cop, Manoj Mardolkar distinguished himself wherever he was posted by ensuring meticulous investigation and good policing. May Manoj Mardolkar be a role model to all police personnel while they always bear in mind that their core duty and responsibility is to protect the public by swiftly detecting and preventing crime. In the death of Senior Advocate Manohar Usgaonkar our Goa has lost a very distinguished legal luminary. The very affable and always so down to earth, Adv. Usgaonkar was a committed humanitarian with a wealth of legal knowledge. His unique quality as an Advocate was that while he always aimed for justice, he also ensured that no injustice was done to the opponent. Manohar Usgaonkar’s various other qualities too made him stand out among his contemporaries as an inspiration and mentor for many generations of law students and legal practitioners. Having authored several books on law, Manohar Usgaonkar was a prominent jurist well versed in Portuguese law and his translation of the Portuguese laws is today useful to both lawyers as well as judges. The law library, rich with rare collections, which is the focal part of his office on Panaji’s 18th June Road was always accessible to any lawyer. It was a privilege to meet this great human being, since my days as a school student, over five decades ago. Goa will miss an outstanding jurist and a great intellectual who was active till his last breath. Adv. [Goanet] GOA, THIS SWEET LAND OF OURS
Over the last few years, the government has been claiming that I am not an Indian but a Portuguese national. I was born on 24th May 1960 which was before Goa’s Liberation. So technically I was born Portuguese. As I had never applied for Portuguese nationality and in order to lay this issue to rest, last month I travelled to Portugal to ascertain the ground factual position. After obtaining a UK and Schengen Visa, I travelled to Portugal via London. In Lisbon, I met with the very courteous Portuguese authorities who informed me that I am entitled to a Portuguese Passport. The Portuguese authorities were however unable to inform me as to who, if any one at all, had registered me as a Portuguese citizen. I was surprised to note that many Goan present and former politicians, prominent citizens besides some government officials are all registered as per the records in Lisbon as Portuguese nationals. In view of this I was intrigued as to why the Goa Government singled me out. But it has been a blessing in disguise. After deep and thoughtful consideration, I decided to opt for a Portuguese Passport and in accordance with law to surrender my Indian one. Being of Indian origin my life will continue to be the same except for now being unable to contest elections, vote or be involved in agricultural land and farming. Which to me now, in this present scenario is all inconsequential. As an OCI (Overseas Citizen of India), nothing changes for me on the professional front. On the contrary, it would enable me to widen my horizons as I would now be able to attend to legal issues faced by my fellow Goans and Indians overseas. Over the years we have seen our fellow Goans pay lakhs of rupees towards obtaining a Portuguese Passport. Now to me it has come as a free bonanza enabling me to travel to 188 countries across the world without a Visa. And having the gregarious Goan Antonio Costa as the Prime Minister of Portugal. These events would now add another chapter to my memoirs which I am currently penning. May I most humbly seek your continued prayers and blessings as I tread this new path. I shall always remain a Goan with my Goa and India ever so close to my heart. In these decades, and at times turbulent ones, I sometimes ponder as to how I was able to crawl to 63. My health has been well taken care of by the Doctors who have been so caring in attending to all my health concerns that arose. And my dear Doctors are one too many. At 63, my body despite being worn out over the years has remained in good shape and may I very humbly recognize my dear now 79-year-old Chandrakant Laxman Benalkar, a retired Physical Instruction teacher from Parra who has been my gentle weekly masseur for many years. He has over time evolved to be a great friend and more importantly a very caring soul who has kept my body going and my spirits high even through COVID-19. His contribution to the development activity in Argentina is singularly noteworthy. Goa was always so dear to his heart. Very simple, modest and unassuming, Dr Jaivant was a source of knowledge on diverse matters, and it was always a pleasure interacting with the great personality. My six decades and counting have been an exciting and challenging time where I have always sought to venture and explore my passion for a variety of activities, never shying away from doing justice to all that life has to offer and even stretching my capabilities to the fullest and beyond. From writing, public speaking, acting in Konkani dramas, supporting and campaigning for the common good, have willingly and undeterred ventured in it all. The only exceptions to date are singing and swimming although I have fearlessly swam through some turbulent waters over the years and with God's blessings and your prayers managed to keep afloat. I may have never sung publicly but music has always been at the centre of my heart. The sudden death of our Ribandar's musicians, Selwyn Pereira and Elvis D'Souza whose music spoke volumes, were very sad moments in our lives. While in school at Don Bosco, I was so obsessed with a song sung by my classmate Victor D'Silva. It was ‘I’m Nobody’s Child’ a song by Hank Snow that portrays an orphan boy who is sad because nobody wants to adopt him due to his blindness. https://g.co/kgs/eftY8c This song continues to be my favourite. Isn’t it amusing that Taxi drivers in Goa now have to undergo a mandatory two-week orientation on professional ethics while being also educated on how they should talk and behave. Wouldn’t it have been appropriate if such a much needed orientation was first imparted to our political class? Those in public life who expect others to observe moral and ethical standards in society must act as icons by rigorously following them first. They must say what they mean and always mean what they say. Their word must always be their bond. Above all their actions must speak louder than their words. They must always be judged regarding what they say and what they actually do and be transparent and accountable to those that they are privileged to serve. Persons in Public life are expected to be moral exemplars of morality and ethics as they have pledged to uphold and defend that realm. There should be no dividing line between their personal and public life. Private lives of public figures are wide open to public scrutiny. What they do in their private life matters and does impact their public responsibilities*. *Can they be ethical in public if they are unethical in private? Their private life reveals more about morals than their sound bites. For society to progress and prosper, we need to have individuals in public life with competence, honesty, dedication, humility, experience and selfless determination above all else. Goa deserves better. We cannot afford to have wolves in sheep’s clothing! Panaji MLA Babushka Monserrate’s statement that the Panaji Smart City works currently underway are substandard is very belated. An attempt to hoodwink the residents of the capital city who have been bearing the brunt for the last many months. Wasn’t it the very same Babush Monserrate who not very long ago had the audacity to claim that the Smart city works had not inconvenienced the people and it was just a few persons that were making noise. The glaring ground reality is that the City of Panaji which includes Ribandar is in a total mess and the inconvenience and risks that people have been suffering for months are rightly even more apprehensive as to what would be the fate of their city once the monsoons set in. Babush’s latest rant of ‘Wait and see what will happen’ is inviting trouble worse than the flooding that submerges Panaji annually. Babush Monserrate has a lot to explain as to why he has woken up so late in the day to the reality of this wilfully created chaos. Given his track record of broken promises and U Turns, the people will rightly wonder why at the eleventh hour he has changed his tune and blaming consultants, PWD and other departments. Is it a case that commission has now changed to omission of duty or is he playing politics with other Ministers? Regardless of what the motive is, it is the dereliction of his fundamental duty of care and abdication of his responsibilities as the elected representative of the people that is at the heart of this disaster. He should not try to pass the buck but instead should own responsibility for the current disastrous state of Panaji and gracefully resign as his own words and actions prove that he is not fit for the position. This will enable the people of Panaji to elect an honest, knowledgeable, and trustworthy MLA with integrity. Leaders must always inspire accountability to accept responsibility before they place blame on others. Accountability and self-responsibility are critical to success in professional and public life. A very down to earth and outstanding personality, Damodar Mauzo, who I have personally known for decades, has been a prolific author and very outspoken in all that he writes and speaks. Extremely knowledgeable and always with a very broad outlook, Damodar Mauzo has always been a symbol of honesty, integrity and commitment for us all to emulate. He truly embodies the noble spirit of universal humanism. The very candid Damodar Mauzo has always stood tall among Goans, yet an extremely affable and down to earth person. He has been a source of inspiration and an insightful fountain of knowledge to so many. In times when we are battling through very dark and turbulent times, with the much celebrated world’s largest democracy now in deep peril, great writers and thinkers like Damodar Mauzo are a ray of hope, the plank of rescue from ignominy. As I turn 63 on May 24th, remain very indebted to God Almighty for having taken me so far in life. And also without the prayers, blessings, guidance and good wishes of family and multitude of friends across the globe this cumbersome voyage through all these eventful decades would have been a mission impossible. Was fortunate to survive that raging COVID-19 Pandemic while witnessing dear friends, many of them so young, move on to a better world free of bitterness, injustice and slavery where the Mosque, Temple and Church and people regardless of status are all joyfully under one roof. The ethos of my life, as I have said many times, is that true fulfilment of life doesn’t come from what we get, it comes from what we give, with gratitude as the most single important ingredient of a successful and fulfilled life. We all need to be a beacon of hope to others that in this short life of ours, much can be achieved against all the odds and challenges, and how with determination, self-belief and in the quest for justice and truth any obstacles can be overcome without fear or intrepidation. Now my priority is to complete penning my life’s memoirs which I hope to release at my 65th. It will be an absolute factual narration of my life as it all happened. All the good, bad and the ugly, the highs and the lows. There is so much to recount and narrate. Many do not know about my travails and tribulations. [Goanet] WILL OUR NOW BATTERED PANAJI SURVIVE THIS MONSOON?
The appointment of the very knowledgeable and articulate Sanjit Rodrigues as the Chief Executive Officer of Panaji Smart City Development Limited (IPSCDL) is an apt decision and a step in the right direction. But it may be too late while the current officials have been trying to wriggle out of the mess they have created in the city by claiming that they did not have the old plans of utility lines laid beneath the roads. The IPSCDL should have embarked on the works only after having done proper groundwork. They proceeded in haste and made a mess of the whole city. The works should have been done in a phased manner after ascertaining all the ground realities and not digging the whole city and inconveniencing the citizens and especially the elderly who have been inhaling enormous dust for the last few months and moving on perilous roads. We can all see that the works being carried out are so shoddy and extremely substandard. The contractors need to be blacklisted. Also, the guilty IPSCDL officials cannot be allowed to go scot free. Rightly there is apprehension that the city will be in a worse state than it was with all these unsmart works being carried out to wilfully empty the state coffers for the benefit of the politicians in power. We will have to wait for the monsoons to set in to see the real state of Panaji. The blame game and washing of hands has been underway. The MLA excuses himself blaming the engineers. The mayor denies having direct responsibility. The IPSCDL officials have been pleading lack of information and ignorance of vital plans. Yet mysteriously, a large part of the capital city was indiscriminately dug up and left to inconvenience and endanger the people and the environment at a huge expense to the taxpayer by the blind leading the blind. The abdication of responsibility and accountability is unacceptable and tragically does not bode well for the continuing colossal damage to the infrastructure of Panaji because of those incompetent, inefficient and clueless officials. The politicians and officials should have known all along that ‘by failing to prepare, you are planning to fail’ a famous quote used by Benjamin Franklin, a founding father of America and so must face the brunt for the colossal damage they have done to Panaji and its people. We here in Goa have been witnessing in despair crores being squandered by the government on needless functions. The 6th May pompous Coronation of King Charles at an eye watering cost of approximately 250 million pounds has raised many eyebrows across the world demanding a closer scrutiny. Was such an astronomical expenditure justified in the midst of a long and continuing economic crisis that Britain has been facing with high inflation, unaffordable escalating energy bills, food, fuel prices and hefty mortgage interest rates. That extravagant ceremony could never be justified particularly at a time with the Government continually claiming that it has no money leading to months of strikes by workers in every field of Britain's labour force. For the first time tens of thousands of front line caring and dedicated workers are forced to use Foodbanks, charitable institutions and extended family resources to survive. Isn't it a massive indictment of the British government that despite so many people in need of help it chose to look the other way. It is also a sad reflection of how out of touch the Monarchy is, that the coronation of a man worth 1.8 billion would indirectly result in so many people going hungry.Hardly surprising that it was reported that a lot more people watched the Queen’s coronation in 1953 rather than the coronation of King Charles. The only positive aspect of what many regard was a farce, is that it showed the British at their best at putting on a show of pomp and pageantry, but at what cost? The end certainly did not justify the means! Goa Government spent a whopping Rs 9,25,23,341 (nine crores twenty five lakhs twenty three thousand three hundred and forty one rupees) on closing ceremony of 60th year of Goa’s Liberation that was held on 19th August 2021 at Dr. Shyama Prasad Mukherjee Stadium and attended by Prime Minister Modi. Event management contract was entrusted to Vasco based Vinsan Graphics. Of the total expenditure incurred Rs 8, 91, 16, 612 was paid to Vinsan Graphics while Rs 28, 46,229 was on hiring of 391 buses which included 208, KTC buses, 20 of Bal Rath and 163 private buses. Rs 5, 60,500 was also paid to the Sports Authority of Goa towards rental charges of Stadium. Rs 19, 40,000 spent on hire of sofas and chairs for VIPs, Rs 18,700,000 on Stage décor. When people elect politicians they do so in good faith, in the belief that those elected will serve them with integrity and deliver on the promises they make. What they do not expect is a breakdown in Trust. People rightly demand No Excuses, No Lies and No Broken Promises. Politicians who break promises must realize that false promises are worse than lies. Because they make others hope, hope for something you’re not sure you can give or have no intention of delivering. Delivery should not be dependent on the roll of a dice. We have heard enough of 'Mann ki Baat', and we would now be content with some of ‘Sacchi Baat’. The political turf must evolve and change for the better. Those in power must govern with sincerity, precision and foresight. Governance must always be with accountability and transparency. The role of those in the Opposition is all the more important as they need to be alert watchdogs to ensure that there is good governance at all times, free from Corruption and Nepotism. The move by the Punjab Government to alter the office timings of government offices is a step in the right direction. In a small State like Goa the government offices could function from 7 am to 2 pm. Changing the office timings may be a way ahead. Over the last few years, the head count of Goa’s bureaucracy has bloated way beyond the norm. With jobs sold and many appointed by political favouritism, it now reflects the poor level of service the public is getting on account of people without merit getting jobs. With staff merrily coming late to work and cheerfully leaving early besides taking extended lunch breaks it only ensures that the functioning of public institutions is not as it should be. It is high time the government finds means and ways to ensure that all public offices function at optimum levels. Despite crores having been spent to step up e-governance, the end result is still a far cry from decent functionality. There is a need for some radical administrative reforms so that needless extra paperwork is done away with. With the advancement of modern technology, it should be possible to ensure that the public does not have to line up at government offices for anything and everything. Officials must be more efficient by taking responsibility for their duties with a greater sense of urgency and not push people from pillar to post or send them on a wild goose chase in government offices. Unless productivity and efficiency improve considerably and urgently it will continue to be a drain on the Exchequer and a continued source of frustration and stress for people who rightly expect a lot better. Will Chief Minister Pramod Sawant please enlighten us on what basis he has come to a finding that 90% of the Crimes in Goa are committed by migrant workers? Does the Goa Police have statistical data to this effect? The rising Crime in Goa is a matter of concern. No fear of the law is a reason why the State is moving towards lawlessness. The crime levels will only proliferate unless the nexus between politicians and criminals is uprooted. In Goa we have some MLAs and even Ministers with serious criminal cases pending against them. And the Chief Minister will agree that they are not migrants. In a landmark Judgment the Supreme Court in 2014 observed that criminalization of politics destroyed people’s faith in democracy and persons however high cannot be exempted from the rule of law. It observed that constitutional morality, good governance and constitutional trust expected good sense not to recommend any person with criminal charges from being appointed as a Minister. The Court also said: “A democratic republic polity hopes and aspires to be governed by a Government which is run by elected representatives who do not have any involvement in criminal offences. The Goa Government spent a whopping Rs 3,22,30,104 (three crores twenty two lakhs thirty thousand one hundred and four rupees) on that Save Soil public interaction with Spiritual leader Sadhguru Jaggi Vasudev that was held on August 23rd last year at the Dr. Shyama Prasad Mukherjee Stadium in Taleigao. This has been revealed in the information furnished under the RTI Act by the Directorate of Information & Publicity. The event was organized by the Directorate of Agriculture while the event management contract was entrusted to Taleigao based Mirchi Republic Media Production. The expenditure incurred on that event includes an amount of Rs 31, 02, 712 spent on advertisements by way of pole branding from Divya Circle in Panaji to Dona Paula while Rs 3, 05, 085 was spent on printing of invitations for the event. While an expenditure of Rs 1, 088, 135 was spent on seating arrangement for VVIPs and VIPs another Rs 1,58, 898 was spent on hiring of chairs for the public. A further amount of Rs 10, 45, 763 was spent for floor carpeting of 1500 sq mts inside the hall. Rs 11, 27, 119 was spent on snacks for the audience while another Rs 5,50, 847 was spent on hiring tables for distribution of those snacks. A further amount of Rs 2, 28, 14 was spent on High tea for VVIPs and VIPs. For that event Rs 16,31,356 was spent on venue branding while an expenditure of another Rs 3,81,356 was incurred towards housekeeping and maintaining cleanliness at the venue. An amount of Rs 5, 50,847 was spent on the cultural show held for the event while the green rooms for the artists cost the taxpayers yet another Rs 10. This extremely extravagant expenditure incurred on the event is very mind boggling. [Goanet] WOMEN EMPOWERMENT CANNOT BE A SHAM
In Goa at the Panchayat and Municipal level we have seats that are reserved for women. This is a step in the right direction to encourage women to play their role in the political arena and to serve the society at the grassroot level. But unfortunately, we have been sadly witnessing that in many cases the ladies elected are only on paper while their effective role is factually being unlawfully played by their spouse, brother or at times some other relative. The lady candidates like all others must be selected and elected on their own merit and aptitude, not as a front or smoke screen for others to run the show. They must not be puppets on a string manipulated and pushed along the way with no say. This defeats the very purpose of reserving seats for women which is meant for ensuring their empowerment. The responsibilities of a lady elected candidate being done by a proxy is unacceptable. Before contesting any election the lady candidate must be absolutely confident that she would be able to fulfill the duties and responsibilities of the post she is contesting. She needs to realize that serving as a Ward member whether at the Panchayat or Municipal level is a full time job requiring all the patience and desire to redress public grievances. A lady who cannot discharge her duties of the elected post independently must quit and make way for another lady worthy to take up the challenge of serving the community. The people deserve the benefit of the good ideas and actions of those they elect in good faith, not of those in the shadows. A mockery should not be made of the good intentions of the lawmakers who framed the policy to encourage women to contribute their bit to public life. Never dull your shine for somebody else. To shine your brightest light, you need to be and represent who you truly are. The very grievous attack by a pack of dogs on a 38 year old woman at Vasco must awaken the authorities to the prevailing grim reality. The increasing number of stray dogs is a matter of great concern. The stray dog menace across Goa is now beyond control. We have the stray dog population multiplying in every nook and corner of the State. Every road in our cities and all corners of the villages are infested with stray dogs. The situation is very alarming and disturbing with stray dogs chasing cyclists and two wheeler riders. Even those walking the streets are not spared while people’s sleep is disturbed with the stray dogs howling all night. Animal welfare organizations have been making tall claims about their successes in controlling the stray dog population. However, the general public remains unimpressed as the stray dog population grows relentlessly. The anguish and distress faced by a victim of a dog bite is only to be experienced or seen. It is true that animals are required to be protected from unnecessary pain and suffering. However, when it comes to choosing between the sufferings of human beings due to a dog bite, obviously the weightage will have to be given to the suffering of humans. There is a need and necessity to consider the seriousness of the stray dog menace in a very dispassionate manner not being influenced by any emotional issues. Our Supreme Court has recently reiterated that an Independent Press is vital for the robust functioning of a democratic republic. In a democracy it is absolutely essential that the Press has to be free from political, government or any other external interference. Freedom of the press and Freedom of expression are fundamental human rights. The Press infact should be totally independent and unbiased with no leanings to any political party or politician. Freedom of expression is one of our most precious right without which there cannot be true democracy and as a consequence it will not ensure good governance. The threat to freedom of the press hangs like the proverbial sword of Damocles. The press is considered to be the watchdog of democracy. Sadly, there is scant regard for this truism though ironically, our country is the world’s largest democracy. Freedom of the press does not mean a license to write anything that suits those in power. This freedom is precious and it has to be used judiciously and fairly. When this freedom is misused to keep those in power content, the public respect for the Fourth estate is bound to shrink and the press has to guard against this. Goa’s new Airport at Mopa in Pernem was inaugurated on December 11th but even after four months the authorities have failed to get the fundamentals in place. The confusion and controversy began with the goof up in the very naming of the Airport. Inaugurating the airport, the Prime Minister named it as Manohar International Airport. While the general impression was that it was named after Manohar Parrikar, it did not deter former Pernem MLA Manohar Azgaonkar from being elated thinking that it was named after him. Why couldn’t the authorities get the name right in the first place to avoid the huge expenditure that will be incurred on the new signages all over that will now be required? Amidst the administrative mess that Goa is grappling with, the government has not been able to yet resolve even the taxi issue at the Mopa Airport. Having promised taxi permits on priority to those who have lost land in making way for this airport, the authorities must ensure that they don’t renege on that pledge. A fully functional MOPA Airport is still pie in the sky with several key aspects still outstanding and errors that need rectifying at huge expense to the taxpayer. The upgrading of infrastructure around the airport and beyond to avoid unnecessary congestion is still outstanding. It would be prudent for the government to learn the lessons from the administrative mishaps that have occurred in this Airport project to ensure that they are not repeated in other ventures that are contemplated. Justice has finally prevailed for Goa’s renowned surgeon Dr Dilip Amonkar. The National Consumer Disputes Redressal Commission (NCDRC) has totally absolved Dr Dilip Amonkar of any negligence in the 2010 case of a 17 year old who passed away days after undergoing appendectomy surgery. A bench of the NCDRC comprising of Dr. S.M.Kantikar and Binoy Kumar in their judgement has set aside the order passed by the Goa State Consumer Disputes Redressal Commission on 27th February 2014 while noting that it had wrongly accepted the statement of a nurse who was neither an operating surgeon nor a Pathologist. The NCDRC has held that Dr Dilip Amonkar and the two other doctors who had treated the 17 year old had performed their duties with reasonable skill and competence in the interest of the patient and so deserved protection from such litigation while also observing that Dr. Dilip Amonkar had attended to the medical emergency on humanitarian grounds. The NCDRC in its order has relied on a Judgement of the Supreme Court which held that it was the bounden duty and obligation of the Civil Society to ensure that medical professionals are not unnecessarily harassed or humiliated so that they can perform their professional duties without fear and apprehension. Over the decades we have all personally witnessed how the concern for the well-being of patients has always been paramount for Dr. Dilip Amonkar, the now retired Head of Surgery at the Goa Medical College. We owe a huge debt of gratitude to our medical professionals like Dr. Dilip Amonkar who selflessly and with professional expertise go the extra mile to make life changing differences to so many lives. Dona Paula is a very popular tourist destination on the outskirts of Panaji. The historic monument there is associated with the tragic story of the daughter of a Portuguese Viceroy, during colonial rule. She fell in love with a local fisherman of Goa and wanted to marry him but her relationship was denied by her father resulting in her suicide off the cliff. The Dona Paula Jetty has been under repairs and renovation for years. It is a pity that despite crores having been spent in sprucing up the place, the authorities failed to visualise that the historic monument is today unfortunately in a pathetic state needing much attention. The monument is in a precarious state and may for lack of care collapse this monsoon and a piece of history will just be washed away. Investing in the preservation, maintenance and enhancement of our monuments and places of historical importance and scenic beauty is culturally and educationally important for present and future generations and because it captures the imagination and interest of many tourists. Such places give our State blessed with a rich and diverse history an important and unique dimension as a tourist destination. We cannot simply rely on being a gambling and narcotic distraction that benefits only a few unscrupulous addicts. The economy of our State is driven by several sectors with tourism as the largest segment in the services sector and a key provider of the much-needed foreign exchange. Preservation is simply having the good sense to hold onto things that are well designed, that link us with our past in a meaningful way. The preservation and beautification of our state and historical sites is an important feature of protecting our environment and restoring our State to its glory days and to being called once more the ‘Pearl of the Orient’. The slanted decision by the Goa Government to celebrate Chief Minister Pramod Sawant’s 50th birthday on April 24th would be in rank contempt of our High Court’s order passed on 25th April 2001 in connection with birthday celebrations of politicians. The High Court had come down heavily over the expenditure incurred on the advertisement released by the Goa Construction Housing and Finance Corporation on the birthday of MLA Isidore Fernandes who was then Chairman of that Corporation. The Court took cognizance of the advertisement and was of the opinion that the said advertisement could not have been issued at the cost of a Public Sector undertaking. The government gave an undertaking to the Court that no attempt will be made to project or benefit any individual at the cost of the public exchequer while issuing advertisements. It is unethical and unlawful to celebrate birthdays of any politician by using public funds and misusing governmental machinery for such private occasions, sometimes even camouflaging it as having been organised by the political party. It is appalling to see such blatant misuse of Power in contravention of law. Our good wishes to Pramod Sawant on his 50th but let the show not go on at taxpayers’ expense. It is definitely a lesser evil than the lethal drug menace and the now flourishing sex trade or even the illegalities that the Goa government has been merrily watching and supporting in the Casinos. Gambling cannot be the privilege of only the rich and affluent. While there are some people who believe that gambling in any form shouldn’t be encouraged, there are others who think that Matka should be legalised. In Goa it has become a widespread industry across every nook and corner of the State while it is the only source of income for thousands of Matka agents. In fact, after the Supreme Court directed the Law Commission and the government to consider the suggestion of legalizing betting, the Law Commission of India issued a public notice inviting suggestions from stakeholders and members of the general public on whether gambling and betting should be legalized. The Law Commission noted that since the issue of gambling and betting is linked, it would study the possibility of legalizing both betting and gambling by making a comprehensive study of the existing laws. It opined that there was a strong case for legalizing gambling and betting since it will earn tax revenues to the State coffers. Adv. [Goanet] NEXUS BETWEEN POLITICIANS AND CRIMINALS NEEDS TO BE ROOTED OUT
The rising Crime in the State of Goa is a matter of concern. No fear of the law is a reason why the state of Goa is moving towards lawlessness. These crime levels will only proliferate unless the nexus between politicians and criminals is uprooted. It is common to see politicians moving around with shady characters having a criminal record. All this must stop so that the criminals are exposed and not given credibility and acceptance in public life or a false sense of security for the public. If a person with a criminal record is not qualified to even be a sweeper, it is ironic that those with a gory criminal history are allowed to contest elections and go on to becoming MLAs and even Ministers. The one law that is urgently required to be in place is the one that bars a person with a criminal record or outstanding criminal cases, contesting any election to a public office. This will clear the cess pit and sanitise our now soiled political turf. Very laughable is Goa Government’s latest decision to assign special stickers to the vehicles of tourists coming to Goa to ensure their hassle-free movement in the State. Does this government need to be told that it has failed to even properly implement its special stickers for the vehicles of our 40 MLAs. Those stickers landed in the hands of all and sundry with even history sheeters merrily affixing them on their vehicles. Without zero tolerance to corruption at all levels and a single minded determination to root out, arrest and convict criminals without any fear or favour the crime rate will continue to escalate to the detriment of the public. Across the nation and within all political parties the malaise of family Raj seems to be widespread. While in the Opposition, the BJP had always vehemently spoken out against dynasty rule while claiming to be a party with a difference. All that tall talk is now history and they too have joined the mainstream in promoting their very own kin. As politics was meant to be a Mission, representatives at all levels of government must identify, encourage and nurture capable new faces beyond their Parivar to carry on the baton of serving the community. Every political party must strictly adhere to the maxim of one ticket per family. It would go a long way towards infusing a fresh breath into the stagnant political waters. And of course it would help get rid of the political garbage that has been plaguing the political arena. No one and no family is indispensable for the wheels of progress and development of our nation to move on. In fact stamping out the concern of family rule is a much needed step in rooting out corruption which will be in the right direction to elevate our nation to great heights from the current garbage pit. In Goa the promotion of family Raj has reached a sordid hilt. We have even seen it percolating to the Municipal and Panchayat level. [Goanet] PULLING WOOL OVER EYES OF G20 DELEGATES IS HYPOCRITICAL
Goa Government has hastily decked up entire route through which the G-20 delegates will be passing by. Eyesore spots that were unable to be spruced up have been covered with metal sheets or green cloth. Isn’t it amusing that government has also covered Casino advertisements on all the police barricades with white plastic? What are the authorities trying to hide from the G-20 delegates? The whole world knows that Goa has now become a gambling destination. The Casinos are the one single largest evil that is responsible for Goa’s social degeneration. The BJP while in the opposition branded Casinos as a social evil but is now madly in love with the Casino brigade which is getting the government’s total patronage and bountiful support. Ironically on 21st August 2014 the then Chief Minister Manohar Parrikar had assured Aleixo Reginald Lourenco and members of the Goa Legislative Assembly that all the Casino advertisements displayed on the police barricades would be removed immediately. It is almost nine long years and those Casinos advertisements on police barricades have only amplified all over. The G20 is composed of 19 of the world’s largest economies and the European Union. It works to address major issues related to the world economy, such as financial stability, climate change and sustainable development and as a venue for international economic and financial cooperation. By contrast our government lurches from crisis to crisis with our financial situation in a precarious state and our capital city, like many other government sponsored projects, end up as unsustainable disasters and our state as the vice capital of India. The government may not be able to hide the ground reality from the G20 delegates as they must all be aware that Goa besides being branded as the gambling capital has become a very safe haven for the narcotic trade and the flourishing menace of sex trade. The alarming increase in Crimes has further made our once serene Goa, a very unsafe destination. And of course India’s smallest State has excelled in Political Prostitution too. Adv.
