I don't think that it is embroidery but a similar colored brocade or a
fabric that had an edge that had a gold thread design interwoven. this would
make sense with the two part sleeve and that the bodice looks to be pleated
as well to match the cuff ruffle and the sleeve cap.

Are we even sure that it's a part of the sleeve? I'm not an expert on this
period but it looks possible that it's a series of ribbon-like bits that have
an almost fringe effect.

for the blue "farewell" dress worn by Susan in the Prince Caspian movie.
I've been trying to find even ONE photo of this dress on-line and not having
any luck.
