Yup, that came in with the port/inferno
For HLDS it is just the same each map can have it's .cfg-file being
executed on mapcahnge ... that's where you can put your custon timelimit ...
that's at least true for my DoD-Server, and since I think this is handleld
by HLDS engine it should work as well for all other HLDS-based mods.

Once upon a time I saw how you could do this, and I think it was in

Lo Chaps,
Been looking into a problem with a server that crashed earlier today and have
so far not been able to fire it back up again, so I am just looking for a bit
of advice.
This is quite a long post so any suggestions would be great...
I know that OZ and other mods support a per map cfg file that lets you do
this, but I didn't know that hlds alone does. Can anyone confirm this? I'll
try it when I get home tonight and see if it works.

We've been experiencing these for the past few weeks on our 30 player
server. I half suspect it's since the recent hlds update and is related to
the 8 August update:
Fixed S2C_CONNREJECT packet

I think in mapcycle.txt you can also have a line like
mapname \mp_timelimit\30
