I dont argue that, but Valve needs to make cvars available for your configs ;-)
The online leagues use league specific configs to limit classes and whatever
else they see fit. Each clan must run the league config.

I agree with you ! VALVe can easily make it same as DODS ! Cvars will be
more easier than plugins wich can cause some of high cpu usage or be broken
by an update !

I think TF2 has a lot of potential in the clan scene, and I have already signed
my team up in the Euro CB ladder :-).

Beetlesmod allows to enforce class limits, you do need to disallow random
class as well though
