Last night I reinstalled my Os and still getting the issue. I cannot even
connect to the server through nthe same computer. And it doesn't even show up
on my lan list on the other computers hosted on the same network. But that
problem is now I can't even connect to the steam servers.

You said this was for your neighbourhood-unless it is connected via lan
cables try using your public ip

The IP address you're using in the command line needs to match the LAN
IP of the computer (if it's got multiple LAN IPs assigned, it has to
match at least one of them). You can't make an arbitrary IP for it.

I dont see anything wrong with the screenshot, I remember seeing some steam
service failed crap, as well as the unsigned module stuff on mine as well,
but I dont even have steam installed on the server machine.

That screenshot looks pretty normal to me as well, except maxplayers is
set to 12 instead of 16. Looks like it starts fine, can you not join it?
