Seeing as it's serverside, it's probably just using a valve plugin (or possibly even sourcemod) to do these things. I don't really see how it would be illegal because it's just basically allowing your client to run certain commands so that the server gives you abilities you normally wouldn't

I agree too. Some custom maps wight around 40MB when bz2'ized, if they're big with custom models and textures, and we don't know the difference with a 8MB map by the download bar, except for its loading speed. The problem is, I think, that all http servers, which we use as sv_downloadurl, may not
