Restricting classes will lead to unbalanced game. There are always those people who stick with certain class even if they wouldnt hit a barn wall with it or if you restrict engineers to 2, there might 2 idiots who dont even build teleporters. I could list many other reasons why not to do it

It's not really an issue at our 2 TF2 servers. Hell with 6 demomen you can put up a hell of a defence - or offensive attack. Sometimes there is too many same classes (usually snipers) on the server but thats all part of the game. Next time they are smarter while picking the class or teammates

With the search key on, our servers are only used by our members. With the search key off, the server will fill with a public lobby pretty much instantly. I'm not sure why it wouldn't work that way for your servers, but that's how it works for us and most other server admins I've talked to.
