would prevent a LOAD.

Without a Wait state I'm curious if the migration plan included PSP
upgrade to the z10

You didn't indicate if this was your first IPL of the box but it could
definitely be hardware. Did you check to see if your IPL device is
accessible, eg CHP assigned to LPAR, CUs online, etc. Did you try to IPL a
tape, eg, SA dump,
When you performed the POR, did you select the correct IOCSDS?

I got a strange problem when I PORed the z10. There are 10 LPARs on channel

LPARs. .. But I got load failed. The load message points me to refer
I suspect you have a hardware problem, or there may be something
you are not doing right. In any event, call your hardware service
vendor. If you aren't dong something right, they should be able to
walk you through it. If it is a hardware problem, the sooner you get
them in the better.
