I opened a hardware issue for this same reason and hardware support reported
that MCL patches needed to be applied to the HMC. Those patches were recently
put on but I haven't had a chance to be at the HMC during a sandbox IPL to
verify if it is fixed.

There would be two places to point your finger:
1) HTML (etc) generators that don't serve standards-compliant HTML (etc).
2) Browsers that don't play nice with standards-compliant HTML (etc).
I wonder which of these it is this time. (It could be both.)
