I'm sure this is a feature, not a bug - and you can't change it. (Maybe setting HIPERDISPATCH off in IEAOPTxx prior to IPL would change things, but I doubt it?) For the processors defined as initially online, I think you will always find CPs, then zAAPs, then zIIPs. Then you will see the same

z196 Activation profiles

The following scenario: z196, 7 CPs, 1 zIIP, several LPARs. On the HMC, in the Activation profiles (LPAR profile) each LPAR is defined in the same way, that means each LPAR has assigned 16 CPs, 4 zIIPs, 4 zAAPs. I mean total: initial (existing) + reserved processors. Obviously (no zAAP) number
