How can you give each LPAR more CP's than you physically have?

You can reserve more than you have. This was the only way to get one
added without an IPL prior to z10 (and above) and z/OS 1.10 (and above).

HIPERDISPATCH off in IEAOPTxx prior to IPL would change things, but

For the processors defined as initially online, I think you will always
find CPs, then zAAPs, then zIIPs. Then you will see the same

The following scenario: z196, 7 CPs, 1 zIIP, several LPARs.
On the HMC, in the Activation profiles (LPAR profile) each LPAR is
defined in the same way, that means each LPAR has assigned 16 CPs, 4
zIIPs, 4 zAAPs. I mean total: initial (existing) + reserved processors.
Obviously (no zAAP) number
