Stamens are generally 5 in P. plebeium...here I can clearly see 8 stamens, 
distinctly pedicellate flowers exserted from ochrea and equal size tepals. 
Hence I think your plant is Polygonum effusum Meisn. The plant was once 
considered a variety of P. plebeium (as you also guessed) but later 
separated.

identification I downloaded the Photo.  Samiran is perhaps correct.  I
never thought that it could be a Combretum.  I request the photographer to
present us images of fruiting material.

   1. stamens/anthers 4 or more
   2. capsule 6-8 celled (Roxb. - 6 celled, 12 valved)
   3. elliptic-oblong or lanceolate acuminate leaves

Else I stick to the ID provided by the authority of Euphorbiaceae over
Indian subcontinent.

Giby ji, according to The flora of the presidency of Bombay by T.Cooke,
Though it is mention that in T.Chebula, T.arjuna, T.tomentosa 
T.paniculata having 1 or 2 glands (prominent) present on lower surface of
leaf !! But I never saw such glands before in Terminalia sp. (may be lack
of my observation )
Except T.tomentosa i have seen all the Terminalia sp in field but this
character is new for me  making confusion !!

Nope, this plant was single in that region but almost all the leaves shows
