It may recognize the power supply but it does not mean there is an
electrical bridge between the IPMB bus and PSMI bus.

I would verify that PSU. I don't see a TDPS-600EB listed on Delta's
website
and the closest thing to it is the TDPS-600CB which does not look

Did the SDR utility display a message about PS1 and PS2 being present or
not?
