When sharing a physical console or the DEBUG_CONSOLE you will not have
proper multiplexing to get both consoles interactive. You will be able
to read the intermixed output from the host, but you have no way to
direct host output to a cell input.

created non root cell and lost the control of previously created one.

yes, that's possible. You can allow your inmates to use the hypervisor
console by setting the .flag JAILHOUSE_CELL_DEBUG_CONSOLE in your inmate
config.
Your inmates may then use this console, but you have to tell them to use
the hypervisor console by either passing the cmdline argument
