The elipsis is only read as such when punctuation level is set to All, at
least that is the default behavior.
If you are still hearing elipsis, you can go into the customize punctuation
dialog and set it not to speak anything when it encounters that symbol.

It is not the fault of the message rules. The filter for Junk Mail is being
