Ah. Very strange, and not nice. Haven't read this whole thread, so sorry if
this has already been brought up -- but you could try re-downloading an
older version of Reader, since it worked until a few months ago. Maybe Adobe
broke something

graphics, ads, weird

I use Windows 10 and JAWS 18. JAWS OCR was apparently quite improved in
version 2018, and maybe to the point now where it is more accurate/better,

My experience is no, with a community newspaper, OCR of it is marginal
of text.
