integration tests. I think the general assumption is that if it is on
the public install, it is compromised (just to be safe), so we don't

In general plugin authors have managed their own test
If I remember correctly, any member of the org can pin and unpin repos so
we kinds gave up trying to manage it.

Afaik Jenkins has never claimed to be semver. Lots of people think plugins
are, but it's probably more often not semver than is semver

It would be treated as a plugin for permission models.
We(Jenkins) only step in to manage permissions when the plugin in question
is abandoned or up for adoption.

Why do you need to change the group of?
If you do a transfer, it'll leave a redirect from the old URL to new url.
Plus you can update SCM info in the pom file.
If you want to change the group id, I think it should be a fork and leave
the old one behind.

You shouldn't need to sync anything. Unless you're talking about syncing
artifactory and maven.
I don't think you can currently log into artifactory to pull down your
credentials while the account services are down
