Control Agent is a separate application that has to be started separately, e.g.
./kea-ctrl-agent -c etc/kea/kea4.conf
or using keactrl.
Starting DHCPv4 server doesn't automatically start the control agent. If I
understand you correctly, you're only starting kea-dhcp4 server.

Unfortunately, it isn't possible for the shared networks too. The shared
network pretty much derives parameters from the subnet. Or, maybe I

Yes, lowering the lease lifetimes and timers is a good workaround for

I guess you could simply use the CfgIface object which you retrieve by:
CfgMgr::instance()->getStagingCfg()->getCfgIface() and call

This is not configurable, although it could be because RFC2131 says that
server SHOULD send to broadcast address (rather than MUST).
The only thing I can suggest to you is to use a hook library that clears
the broadcast flag in all incoming messages (in the packet4_receive hook
point).
