I have this issue as well on a Dell XFR booting from a CD made by Cubic.
I did find if I used the kernel that came with the disk (5.11.0-27 vs
5.11.0-48) it would boot and allow install.

Another OEM also need this linux-firmware SRU(because the two additional
firmwares: rampatch_usb_00130200.bin and nvm_usb_00130200.bin):

Mouse not working after boot

Re-installing from scratch should resolve the issue. I suspect in most
cases if you install with the 21.10 installer (even though it has the
old kernel) as long as you install updates during the install this issue
probably won't hit you. It mostly seems to occur after a reboot and it's
loading
