I enabled enabled -proposed and installed 4.4.0-155.182, and went through the
test case on a c5.large instance on aws. Note, I used the -generic kernel since
-aws doesn't seem to be ready yet.
The problem is solved and performance is the same as non-snapshot
mounted disks.

bionic-proposed confirmation:
I have tested the updates in bionic-proposed with the VM I created for
this bug as described in comment #63 and can confirm this, like the test
in comment #75, also resolves the issue.
The login screen appears as expected after reboot (with kernel and
updated package

Have the same issue for quite some time. Couldn't find any pattern yet.
Also have the impression gdm is waiting for something. It happens for me
when I am on Ethnernet as well when on wifi.
Have Dell XPS13 with Ubuntu 18.04.2, kernel 4.18.0-25-generic.
Found today dozens in syslog:
/usr/lib/gdm3
overriding testing, as the changes in this re-spin came from master and
it was tested already, so overriding should be safe
