Henry is correct, that file is located in the libgtk2.0-dev package.
If you ever need to find what package a file belongs to for Ubuntu, go to
http://packages.ubuntulinux.org/
Use the second search form. Finding files in packages.

Windows for example keep changing the way it handles languages on each
version that is coming out.
