I managed to get swap working by logging to the terminal via SSH.
I added the following to /etc/inetd.conf on the server.
9210stream tcp nowait nobody /usr/sbin/tcpd
/usr/sbin/nbdswapd
I ran the following commands on the terminal:

The last call to free looked like this:
