Using pdflatex the second page is not rotated. Neither with lyx2.3 nor with 2.4.
What misled me was the use of the word 'fail'. We are using it if the
compilation
itself indicates a failure.

So, you have to install
$ sudo apt-get install texlive-latex-recommended
This is on ubuntu 16.04, but it should work the same on ubuntu 18.04
