I have a feeling you can't do that, since a banner appears over whatever application is active. VO would, I imagine, use the app's activity since, to it, the banner is part of the app's interface. I could be wrong, of course, but that's my guess. What would be great is if we could tell VO to

When you open a document in TextEdit, press command+shift+w to hear whether it says wrap to window. This is a toggle command. It wraps the text either to window or page. You want to hear voiceover saying wrap to window. I always do this with my documents because otherwise I can't read them
