This is just an API that Apple and Google have built. In order to use it, you need an app. To the best of my knowledge, only three states have said they are participating in this program at this time, many have not said, and some have said no. It will be up to the health authority of each state

The Learn More dialog doesn't really tell you much. It just talks about how exposure notification works. It doesn't say anything about what specific apps you need to install to use the feature. Under the Active App choice: I see no apps installed. So clearly Apple's COVID app is not an option. t
