Clean up Zend - remove

The htdocs/webservice/tests directory contains a lot of references to
undefined classes, properties and methods, revealed in phpstan analysis.
This is probably because it wasn't removed when we removed Zend 3 years
ago. Recommended to remove the directory.

if the viewer of the page is an institution admin but they are not an
institutional admin of the person who submitted the archive they don't get the
link with the username
so I'm guessing something
