If a site doesn't allow its content to be public, it doesn't allow
public pages or public groups. I don't think we would need a config
setting whether public content can be searched by the public or not
because you can always use Google et al. and search for the content and
most likely come up

accounts and can email the password to the users, but at the same time
force them to change it. Isn't that pretty much like a link you click to

We are not allowing page themes on mahara.org because the site is not
for portfolio creation. ;-) Since it's also a customized site, it

I think you'd need to check if having two different things under the
same link would be useful.
Some sighted people may want to turn off the HTML editor but still see
the drop-down navigation...
Some themes may also not work
I'd prefer Add access for logged-in users etc. as that is more
