You can probably borrow an exhaust pipe expander from your FLAPS. Expand
till it fits snug and put a clamp on it. Should be expanded before welding
or it will just break at the weld.

BTW I didn't heat the bolt, I heated the casting the bolt goes into.

I use citric acid to remove rust on lantern parts.
