My 84 300CD was a blast to drive once it was all tweaked up. I can imagine a
stick would actually make this car a lot of fun to drive. Might even be able
to give some vergassers a run for their money up to about 30 or 40.

That's the first step.
Since both don't work my first suspicion would be the pump. If one doesn't
work then there is most likely a leak or the adjustment thing is leaking.
