I'd clear away all the loose stuff, as I find a larger clean hole, with a clean edge is easier to patch. You can get a bag of ready mix driveway patch repair. You have to over fill a bit, and then tamp it down well! If you do it right, and it's not hard, you get a pretty good, durable repair.
