I think I'm not really qualified to comment on how it may affect the
handling, but when I bought my 700 it had 650 forks on it. Due to the tire
diameter differences this effectively lowered the seat by almost 2 inches.
I bought a 700 front end and returned it to stock and noticed some handling

You can lower it a little bit there, not much. The problem with lowering is
you alter the geometry of the bike as well as render the sidestand useless.
