Mostly, you don't need it, if the timestamps match between some .xml

Just to confirm one of Rick's statements, there are SVN corruption
issues with committing code using https. One of the code blocks that did
not make it over to the new SVN repository was from my Publican sandbox.

permission. For the Bugs list, I restricted create to authenticated
users, keeping with our policy not not allowing anonymous bug reports so

category we really use, and for the most part, people mistakenly open bugs
