I moved it to /storage/7AF0-1018/Android/data/net.osmand.plus/files/routing.xml
I guess it now does read the file.
Because now osmand+ keeps crashing whenever I start it.
I'll try later on with an unmodified routing.xml

Hi Martin,
No, don't create a subdirectory for the file, put it in your OsmAnd data
directory. The same directory where your .obf map files are located.
There is no existing copy of the file in that directory. It is included in the
application code, and that version is used UNLESS OsmAnd
