Chaps, the GAC doesn't work. The help on appcmd.exe says:

specifically geared for ERROR
Yes, it releases the ip address, are you referencing the machine by its up
address? You should be using the name, so it does not matter, I have a couple
of dev vms that stay off most of the time

It's so hopeless that I suspect I am attempting to do something that is not
possible. Perhaps assuming that a managed module could be applied at the
site (or whole IIS) level is erroneous.
Install your module into the GAC.

Dev edition gives you all the tools that come with the Enterprise edition of
SQL Server. I see devs trying to learn to use SQL Server using Express or
LocalDB all the time. That’s not sensible. Get the dev edition (it’s
