Don't know about any bribery, I'm guessing that was after you passed
over into Mexico.
I visited Mexico City in 1976 & saw occasional militarized police on the

heavily armed than the armed forces, or so it seems.
Traveling to Mexico on vacation many times in my life we always would
encounter road stops with heavily armed military guys that would ask
you where you were going and might

That's mainly due to the Posse Comitatus Act, which prohibits using the
military for domestic law enforcement.
The soldiers deployed to America's airports after 9/11/2001 came from
the National Guard. The governor of the state *can* use the National
Guard in that manner.
I was on airport duty

You must not have been traveling much right after 9/11. National Guard

ago, advising her to kill her husband, when I noticed three cops carrying
automatic weapons and sidearms listening right behind me. So I said, "...and
maybe one of these gentlemen would like to help you".

There were heavily armed military personnel all over Paris when we were
there, in early April. Shortly after we returned, a terrorist shot a
policeman on the Champs-Élysées, wounding a woman tourist.
