we had to incur indirect cost on skills development, man-hours of research
(which one can replace which M$ servers), trial and error (some admins

you should be able to update your root hints file. if i am not mistaken you
just check the properties of your dns, there's a tab about root servers
also check where you forward your querries to... assuming you configure it
to, it might give you good start to troubleshoot...
