I think you have misunderstood what the plugin does. The plugin does not redirect audio - it just make a copy of the audio stream sent to a PC speaker - the copied audio can then be played to SB players. It copies a stream being sent by application to the ALSA device which is PC speaker audio

Just in case the problem are coming from the tuner card - you can test the sout parameters by using as a source a file or PC audio. If you get SBS playing a http stream with audio from a file, then if it stops working after you change the source to the tuner card - you can concentrate checking
