PATCH_DEBUG=Yes by default

As edd noticed, when you're updating a port, patches sometimes misapply in a bad way, and it can be hard to spot them with the default quiet patch flags. Any objection to flipping the default for PATCH_DEBUG to make this easier to see? OK? Index: bsd.port.mk
