Put the OCX in the same directory as the VFP file and that should always work.

the ocx was put in windows/system32 and registered using cmd in admin mode.
it did register but it seems to me the registry is the problem. maybe the
registry cannot be seen by some users.

Unlike earlier SP/HF, the last hotfix (7423) only unpacks new versions of the
EXE, runtime dlls and distribution module. You have to manually copy those
files to the appropriate locations.
