I didn't even know they could be locked.

You could try exporting the text and components to spreadsheet (edit/export to
spread) .
It has a 'movable' column and true(false?) flag. Earlier versions (V3.x) had
problems in
updating the spreadsheet back to the primitves on the board, and only appeared
to work

What happens if you Save-As the file as an ASCII file and open the file in
a text editor? You should be able to find a record for each component
designator (it will be a "Record=Text") - search for a suitably unique
designator. Is there a "locked=true" section to the record (or somet
