A Comissão Européia publicou um relatório em que se avalia o impacto econômico desta tecnologia sobre o setor das Tecnologias da Informação e a Comunicação (TIC) na UE. Entre as conclusões, dados reveladores como a incidência do código aberto nos custos de Investigação e Desenvolvimento, que podem reduzir-se até um 26% no caso da indústria do software. Incluindo as infra-estruturas e serviços necessários para a criação, intercâmbio e processamento dos serviços de informação e comunicação, o mercado da Informação atinge atualmente o 10% do PIB na maioria de países desenvolvidos da União Européia, e é responsável a mais do 50% de seu crescimento econômico. Dentro deste mercado, o software livre pode atingir em 2010 o 1,4% do PIB europeu, um 0,4% mais do que o dado atual, e um 2,3% em EEUU, desde o 1,7% que representa hoje. Estas são algumas das constatações do estudo do “Impacto Econômico do Software Livre e de Código Aberto na Inovação e na Competitividade do Setor de Tecnologias da Informação e Comunicação na União Européia”, elaborado por diversas universidades como encomenda da Comissão Européia. Segundo Marcelo d’Elia Branco, consultor de tecnologia para a Sociedade da Informação, “este estudo revela, de forma mais sistemática, o que vários atores da comunidade software livre vinham falando faz muito tempo: esta tecnologia não é um software não comercial, senão, ao invés, é a ponta de lança de um novo modelo de negócios, e de uma nova forma de produção própria da era da informação”. O uso do Software Livre se duplicou cada 24 meses durante os últimos oito anos A importância do software no desenvolvimento do setor TIC O relatório revela que “o software será um dos elementos chaves para determinar o peso das TIC's na economia”. Neste contexto, a Comissão Européia conclui que “a modalidade de software de código aberto pode afetar potencialmente de uma maneira muito importante à estrutura, competitividade, e resultados da indústria TIC” em Europa. Mas há alguns experts, como d’Elia Branco, que vão além desta conclusão, e que afirmam que o software livre “é a superação positiva do modelo de produção de software da era industrial, que redundou na hegemonia e no monopólio do software proprietário”. Sem ir tão longe, o estudo da Comissão Européia revela que dentro de tão só três anos, o software livre será a base tecnológica para um 32% dos serviços de Tecnologias da Informação. A importância estratégica deste modelo tecnológico, cujo uso se foi duplicando cada 18 ou 24 meses durante os últimos oito anos, pode pôr em xeque, a médio prazo, às empresas que baseiam sua tecnologia no código privativo.
