A couple of things I would try:
1. Have you tested DNS via DIG/NSLOOKUP to see if requests against
authoritative servers are coming back in a timely fashion?
2. Can you try pointing your server to an external DNS server (8.8.8.8 is
a favorite) to see if that alleviates the problem?

looking given that the web server is 99.3% idle. Have you tested NFS
performance or looked at the system resource utilization on the main
