I installed w7x64 in a HVM today, and while the tools installation took about 1
hour of the installer seemingly not doing anything, and a few of the reboots
"failing", it seems to be working fine now, including network access. (R3.2rc2.)

There are iptables entries for 10.137.4.*, so the firewall mechanism seems
to be doing (part of) it's
/rw/config/rc.local doesn't seem to be run on startup in debian-8
(3.2-testing).
What is supposed to launch this? systemd, another startup script, or
something dom0-related?

I managed to complete the updates after 45m, I followed your suggestion and
bounced the template VM and rerun the 'dnf update --refresh' command, however
the issue persists - the same painful slowness while fetching the repositories:
