I have the same issue with a 9 speed bar end. It's been in a bucket of turpentine for a couple of weeks and it's still gummed up. Some suggested that it was something mechanical, but I have played with it incessantly and I don't think it is mechanical. So apparently it's now a throwaway item.

If you want to lay the bike on the side, having a large saddlebag such as I have on my Custom (Nelson Longflap) also helps because it seems that the bike will balance itself on it's side between the bag, pedals and handlebars holding it up. This approach works better on uneven ground.
