I had pedaled through a few heavy Maine winters on a Surly Karate Monkey and Ogre -both fenders. Maine sees quite the range of snow from wet apple sauce to the powder to ice. I gave the bike a good wash before winter and light frame waxing. After each storm just wiped it down w/ no issues.
