William,  you are correct that it is a little harder on the capacitor due to ripple current caused by the little jumps in waveform.  This is where the series inductance will help the filtering a bit too. The added L  will add that bit of needed impedance to complete the L-C  filter. The SW

The battery cables being close together, twisted too if possible, help reduce cable inductance which can cause voltage drop across those cables at higher currents with 120 Hz ripple. Mainly with low frequency transformer inverter/chargers. It's better to have them closer together than far

I believe that kind of  illumination  could certainly put out some voltage but wouldn't have much, if any, current or power behind it.  But could shock someone. Any dangerous energy would have to come from a capacitor being charged up that SHOULD be disconnected through the rapid shutdown
