Dashboard: Support request posted time does not handle timezone properly

Hey gents, I upgraded to ReviewBoard 1.7.7.1 from 1.6.14 On the dashboard, the Posted time for the review requests are not showing up properly. When I go into the review requests, the Update 1 hour ago portion is working fine. Timezone is set as Canada/Pacific Any ideas? -- Want to help
