I did find ReviewBot and the webhooks extension by searching around. I
couldn't tell what the webhooks extension actually did, due to lack of a
README that provided an overview.

It definitely needs some work and documentation, which will be coming when
we build out a public view of everything. Basically it allows you to notify
other services with a webhook when a review request is published.
